O tema proposto é do campo da especulação; a fusão entre Porto e Gaia é um cenário inverosímil e porventura desnecessário. Uma solução com números equilibrados corresponderia à divisão de Gaia em duas partes: a cidade alargada que passaria para a bandeira do Porto; a restante parte a necessitar de nova sede para a mesma bandeira. Esta solução poderia ser avaliada sob várias perspectivas: composição do investimento público nos concelhos reformatados; nível de eficiência autárquica; evolução da despesa. E do lado do investimento privado o que poderia acontecer? Uma repartição pelas duas margens em mercados fundiários equilibrados ou, pelo contrário, maior concentração a Norte. Em suma, o equilíbrio entre as duas margens aumentaria ou seria mais desigual? Afinal quais são os impedimentos à gestão comum (concertação) dos temas de dimensão supramunicipal: simplesmente vontade, ou também maior nível organizacional? O problema do Porto, ou do seu cerco por um espaço metropolitano que já não respeita a cidade central, reside na incapacidade de gerar uma liderança a essa escala ou à escala regional, as únicas onde será possível encontrar soluções para as questões estruturantes adiadas. E essa liderança necessita de expressão de governação democrática. The proposed theme is matter of speculation; the joining between Porto and Gaia is unplausible, and perhaps unnecessary scenery. An equilibrated solution would mean the division of Gaia in two parts: the enlarged town that would pass to the Oporto flag; the remaining part needing a new seat for the same flag. This solution could be evaluated under several views: composition of the public investment in the reshaped municipalities; level of autarchic efficiency; evolution of expenses. From the private investment side what could then occur? A division between the two banks in equilibrated real estate markets, or a bigger concentration at North bank. In short, would the banks balance increase or become more unequal? After all, which are the obstacles to the common managing (agreement) of supramunicipality themes: only desire, or also a bigger organizing level? The Oporto problem, or better saying, the inner town siege by a metropolitan space that doesn’t respect it anymore, is the incapacity of generating a leadership at that or at regional scale, where it would be possible to find the solutions to the postponed structural questions. And that leadership needs the expression of democratic government.
