O presente trabalho analisa as capacidades do Brasil, na atual conjuntura internacional, e as suas relações com os principais atores internacionais, mormente na sua área de ação privilegiada – o Atlântico Sul – e avalia a sua aptidão e vontade para se afirmar como potência mundial, procurando identificar os instrumentos de poder e as responsabilidades inerentes a esse estatuto. O Brasil pode utilizar os seus fatores económico, político e militar, como instrumentos de poder, para se afirmar como ator proeminente do Sistema Político Internacional, com particular ênfase para os fatores económico e político. A nível económico, a dimensão territorial, a população e os recursos naturais colocam-no no patamar das grandes potências, com perspetivas de que a posição do Brasil, no ranking mundial, possa vir a subir, à medida que tiver lugar uma maior coesão interna, uma maior integração regional e uma maior internacionalização da economia e das empresas brasileiras no mundo. A nível político, a utilização da estratégia multilateral e da cooperação internacional Sul-Sul, enquanto instrumentos privilegiados do soft power brasileiro, surtiram um efeito muito positivo, com o país a estar hoje presente, na sua qualidade de potência económica ou de representante do mundo em desenvolvimento, em todos os fora relevantes, onde se discutem as grandes questões da atualidade, como sejam o G13 e o G20, faltando-lhe apenas a integração como membro permanente no Conselho de Segurança das Nações Unidas. A vontade demonstrada pelo poder político do Brasil com a adoção da Estratégia Nacional de Defesa representa um significativo passo em frente para que o país possa dispor, num futuro próximo, de um instrumento adicional de poder que acompanhe o nível de participação a que o país aspira a nível mundial. As relações de cooperação com os principais atores com interesses no Atlântico Sul são fundamentais para a afirmação do Brasil como potência regional e esta pode ser vista como etapa para a sua afirmação como potência mundial. E a afirmação do Brasil passa também pela assunção das suas responsabilidades na cena internacional, reforçando o seu comprometimento com a segurança e prosperidade globais. Em conclusão, o potencial estratégico do Brasil, percebido das capacidades que os fatores geopolíticos e geoestratégicos lhe conferem, posiciona-o como a potência regional na América do Sul e como potência mundial a médio prazo (2020 a 2030). Abstract: The present work examines the capabilities of Brazil in the international state of affairs at present and its relationship with the main international players, especially in its privileged area of action - the South Atlantic - and assesses its ability and will to assert itself as a world power, trying to identify the tools of power and the inherent responsibilities of this policy. Brazil can use its economic, political and military factors as tools of power to assert itself as a prominent player of the International Political System, especially the economic and political factors. At the economic level, the territorial dimension, the population and natural resources places it on the level of the great powers, and suggests that the position of Brazil in the world ranking might go up with better internal cohesion, a greater regional integration and more internationalization of the economy and brazilian companies in the world. At the political level the use of multilateral strategies and international South-South cooperation, as privileged tools of brazilian soft power produced a very positive outcome, and granted it a quality status of economic power that led it to be prominent in all the relevant forums, like G13 and G20. What is still to be achieved is its integration as a permanent member of United Nations Security Council. The will demonstrated by the political power of Brazil with the adoption of the National Defense Strategy represents a significant step forward in the country’s ability of disposing of an additional instrument of power that will match the level of participation that the country aspires in the world level, in the near future. The cooperation with the major players with interests in the South Atlantic are fundamental for the affirmation of Brazil as a regional power and this can be seen as a step for its confirmation as a world power. And the affirmation of Brazil is also based on the assumption of its responsibilities in the international scene, strengthening its commitment to global security and prosperity. In conclusion, the strategic potential of Brazil due to the strength of the geopolitical and geostrategic factors places it as a regional power in South America and as a world power in the medium term (2020 to 2030).
