A presente investigação que surge na forma de Trabalho de Investigação Aplicada, analisa a problemática do dispositivo territorial da Guarda Nacional Republicana. São com as subunidades que compõem este dispositivo, que diariamente os cidadãos têm mais contacto. Este facto merece sempre ser visto com enorme relevância atendendo que a Guarda Nacional Republicana fazer transparecer uma imagem de humanidade, proximidade e confiança. Desta forma, esta investigação visou um estudo de caso do dispositivo territorial do Comando Territorial de Braga, sendo o Objetivo Principal desta análise a identificação das vantagens e vulnerabilidades associadas ao mesmo. Derivando desta linha orientadora, surgiram os nossos Objetivos Específicos que definimos como o enunciar de vantagens e vulnerabilidades no que concerne à organização do dispositivo territorial, bem como, dos Recursos Humanos a eles afeto e do serviço operacional desempenhado por estes militares. Visando o alcance dos objetivos propostos, o presente trabalho assenta no método hipotético-dedutivo, tendo como base de instrumentos de análise, as entrevistas exploratórias realizadas junto de oficiais que desempenham funções no Comando Territorial de Braga, bem como as entrevistas realizadas a todos os Oficiais que desempenham funções de comando no dispositivo territorial e seus Adjuntos. As conclusões obtidas com este trabalho permitem evidenciar como vantagens inerentes ao dispositivo territorial o facto das cadeias de comando estarem bem guarnecidas, quer em quantidade quer em qualidade, bem como o desempenho dos militares dos Núcleo de Investigação Criminal. Em contrapartida, salienta-se como vulnerabilidades o acompanhamento deficitário por parte da cadeia de comando dos Núcleos de Investigação Criminal, a elevada carga burocrática, a inexistência de um sistema de avaliação para a categoria de Guardas, a escassez de Recursos Humanos, o novo sistema de folgas e a existência de Postos Territoriais do Comando Territorial de Braga que deveriam ser reajustados.

The present investigation that comes in the form of Applied Research Work analyzes the problem of the territorial device of the Guarda Nacional Republicana. It is with this type of subunits that compose this device that citizens have more daily contact. This fact deserves to be viewed with great importance given that the Guarda Nacional Republicana wants to transpire an image of humanity, proximity and trust. Thus, this research aimed at a case study of the territorial device of the Territorial Command of Braga, being the main objective of this analysis to identify the advantages and vulnerabilities of to it. Emerging from this guideline, came our specific goals that we set as stating advantages and vulnerabilities regarding to the organization of the territorial device, as well as, Human Resources to them associated and operational service performed by those military. In order to achieve the proposed objectives, this work is based on the hypothetical-deductive method, based on analysis tools, exploratory interviews with officers serving in the Territorial Command of Braga, as well as interviews performed to all Officers working in command at the territorial device and his Deputies. The conclusions of this study allow highlighting as advantages inherent in territorial device the fact of the chains of command being well trimmed, either in quantity or in quality, as well as the performance of military of the Criminal Investigation Nucleus. On the other hand, pointing out vulnerabilities such as a deficit of control by the chain of command of the Criminal Investigation Nucleus, the high bureaucracy, the lack of an evaluation system for the class of guards, the shortage of human resources, the new clearances system and the existence of Territorial Offices of Territorial Command of Braga that should be adjusted.
