A aplicação do quadro referencial da Classificação Internacional de Funcionalidade, Incapacidade e Saúde – Crianças e Jovens (CIF-CJ) no processo de avaliação de crianças e jovens com vista à sua elegibilidade para as Necessidades Educativas Especiais (NEE) foi introduzida pelo Decreto-Lei n.º 3/2008, de 7 de Janeiro. A sua implementação encontra-se envolta numa larga discussão que persiste entre os especialistas desta área, da qual sobressaem sérias dúvidas sobre o modelo de implementação, a sua adequabilidade, utilidade e eficácia. A falta de consenso, bem como o quadro argumentativo que tem vindo a alimentar a discussão revelam e justificam a necessidade de se levarem a cabo estudos e trabalhos de investigação, que possibilitem conhecer as práticas e os problemas sentidos pelas equipas multidisciplinares intervenientes no processo de avaliação de crianças/jovens com NEE, no intuito de trazer para o debate maior clareza e respostas que possam ser conclusivas. Revelada a natureza e actualidade desta problemática levámos a cabo um estudo com uma componente prática de investigação para o qual estabelecemos como finalidade aferir da utilidade e aplicabilidade da CIF-CJ no processo de avaliação e intervenção de crianças/alunos com NEE. Da análise e discussão dos resultados obtidos afigura-se-nos ser possível avançarmos algumas conclusões que, em nosso entender, apontam para a necessidade de serem implementadas algumas medidas no quadro do enquadramento e operacionalidade do referencial CIF-CJ, bem como para a necessidade de desenvolvimento de novos estudos que levem ao aprofundamento do tema.
The aplication of the International Classification of Functioning for Children and Youth (ICF-CY) reference frame in the evaluation of children and young people attending to their eligibility for Special Education Needs (SEN) was introduced by the Decree Law N.º 3/2008, January 7. Its implementation is wrapped in a long discussion that persists among experts in this area, which highlights serious concerns about the implementations model, its adequacy, usefulness and effectiveness. The lack of consensus, as well as the argumentative framework that has been fueling the discussion, reveal and justify the need to carry out studies and research, that enable to know the practices and problems experienced by multidisciplinary teams involved in the process of assessing children and young people with SEN, in order to bring clarity to the debate and responses that may be conclusive. Revealed the nature and timeliness of this issue we conducted a study with a practical component of research for the purpose we established as the benchmark the utility and applicability of the ICF-CY in the process of assessment intervention of children and students with SEN. From the analyze and discussion of the obtained results it seems to be possible to advance some conclusions, that we believe, point to the need to implement some measures within the operational framework and reference ICF-CY, as well as the need to develop new studies that lead to the deepening of this theme.
