Este relatório pretende dar a conhecer a medida acolhimento familiar.
Procura-se também, no intuito de evidenciar com mais clareza o significado de
família de acolhimento em Portugal, situar as famílias de acolhimento actuais
no seio das políticas que enformam a evolução social.
A família, como “unidade de conduta social”, a “mais significativa da
sociedade” (Stanhope, 1999: 492), tem passado por muitas mudanças. Estas
transformações têm afectado o seu desenvolvimento, tanto na estrutura como
nas funções e interacções quer internas quer externas. As famílias,
independentemente da sua estrutura, têm funções que visam a unidade
familiar e a resposta às necessidades dos seus membros. O acolhimento
familiar é uma resposta ao impedimento temporário ou permanente das
famílias naturais, no desempenho das suas funções. Espanta o elevado
número de crianças e jovens em acolhimento familiar, nos nossos dias, se
atendermos aos discursos morais políticos dominantes e aos avanços
científicos. Estas são algumas das razões do crescente interesse das
Ciências da Educação pelas famílias de acolhimento.
O estudo que apresentamos teve por objectivo compreender a complexidade
de uma família de acolhimento. Elaborar um plano de intervenção,
enquadrado na lei vigente, para aliar a teoria à prática.
Por um processo de investigação-acção participada quisemos perceber o
quotidiano das famílias seleccionadas e intervir de uma forma dialogada, no
sentido de encontrar respostas aos problemas que dificultam o
desenvolvimento equilibrado da família de acolhimento. Para obter informação
e efectuar a recolha de dados com o fim de estudar a realidade sócio-afectiva
das famílias, o estudo integrou técnicas e procedimentos metodológicos
variados: pesquisa bibliográfica, entrevistas semi-estruturadas, focus group,
análise de legislação e relatórios e observação participante.
As medidas de promoção e protecção, das crianças e jovens em risco, no
garante do seu bem-estar e desenvolvimento integral, colocam novos
desafios, aos serviços sociais de intervenção. O acolhimento familiar é uma
medida complexa, não só pelos intervenientes que envolve, mas
principalmente pelo equilíbrio das inter-relações que se estabelecem entre a
criança, a família de acolhimento, a família biológica, os técnicos das
instituições de enquadramento e de outros parceiros da comunidade.
ABSTRACT: This paper seeks to present the measure of foster care. It searches also, in
order to show more clearly the meaning of a foster family in Portugal, the
location of foster families within’ the current policies that shape the evolution of
society.
The family, as a “unit of social conduct” the “most significant of society”
(Stanhope, 1999: 492), has gone through many changes. These changes have
affected their development both in structure and function, and interactions both
internal and external. Families, regardless of their structure, have functions
that aim to unify the family and address the needs of its members. The foster
care is a response to the biological families, temporary or permanent failure in
the performance of their duties. It’s amazing the large number of children and
youth in foster care in our days, considering the number of political moral
discourse and scientific advances. These are some of the reasons for the
growing interest of Science Education in foster families.
This study aimed to understand the complexity of a foster family, while
developing an action plan, supported by mandatory law, to combine theory
with practice.
By a process of action-research, we aimed to understand the daily lives of
selected families and intervene in a dialogue-base, to find answers to
problems that hinder a fair development of the foster family. To gain
information in order to study the socio-emotional reality of the families, this
work incorporated varied methodological techniques and procedures, such as:
literature search, semi-structured interviews, focus group, analysis of
legislation and reports, and participant observation.
The measures of promotion and protection of children and youth at risk, in
order to assure their well-being and integral development, pose new
challenges to social services intervention. The foster family is a complex
measure, not only by the actors involved, but mainly by the balance of interrelationships
established between the child, the foster family, the biological
