Este trabalho tem como objetivo estudar se o incremento das receitas provenientes do Imposto Municipal sobre Imóveis está de alguma forma associado a investimentos no setor ambiental. Na primeira fase do trabalho pretende-se estudar o Imposto Municipal Sobre Imóveis, a sua origem e as alterações sofridas até à sua aprovação em 2003. Na segunda fase do trabalho, pretende-se analisar a evolução das receitas do Imposto recebidas pelos municípios portugueses, e das despesas efetuadas pelos mesmos em matéria ambiental. Recorrendo aos modelos de regressão estatísticos pretende-se estudar de que forma estas varáveis poderão estar relacionadas.
The purpose of this thesis is to study the municipal real estate tax revenue changes and its relation to the expenses directed to the environment sector. In the first part of the work, is intended to study the municipal real estate tax, its origin and changes to its approval in 2003 will be studied. In the second phase of work, we intend to analyze the evolution of the tax revenue received by the Portuguese municipalities, and expenses incurred by them in environmental matters. Resorting to statistical regression analysis, linear models, we intend to study how these variables may be related.
