O objetivo desta tese foi analisar o setor de turismo do Brasil, sob a perspectiva do desenvolvimento econômico. Como o mercado de trabalho e o IDE são importantes vetores de desenvolvimento econômico de um país ou região e dando particular atenção ao setor de turismo, procurou-se com o presente trabalho identificar alguns aspectos considerados relevantes na relação entre turismo e diferenciais de salários, por gênero, regiões e setores, e turismo e IDE. Em primeiro lugar, mostrou-se a importância econômica do setor de turismo e analisou-se o desempenho econômico do turismo no mundo e no Brasil. Conclui-se que o setor de turismo no Brasil vem desenvolvendo-se nos últimos anos apesar dos desafios a serem enfrentados. Em segundo lugar, testou-se a hipótese de que há diferenciais de salários, seja no setor de turismo com o setor não turístico, regionais e por gêneros, dificultando o seu desenvolvimento e consequentemente do país. Para tanto, utilizou-se a decomposição Oaxaca-Blinder aperfeiçoada por Jann. Concluiu-se que há diferenciais de salários nos três aspectos analisados e que as variáveis escolaridade e idade são as mais importantes para a explicação desses diferenciais, evidenciando a necessidade de políticas públicas voltadas para essas variáveis com o intuito de reduzir esses diferenciais. Por fim, utilizando uma metodologia VAR, avaliou-se a relação entre IDE e turismo. Constatou-se que ocorre causalidade bidirecional entre as variáveis e que há uma relação direta entre elas, confirmando o argumento teórico de que o IDE desempenha um papel significativo para a expansão do setor de turismo do Brasil.
The objective of this thesis is to analyze the tourism sector in Brazil, from the perspective of economic development. As labor market and FDI are important vectors in the economic development of a country or region, and with particular attention to the tourism industry, we tried to identify with this study some major aspects in the relationships between tourism and wage differentials and tourism and FDI. First, we show the economic importance of the tourism sector and analyzed the economic performance of tourism in the world and, particularly, in Brazil. The conclusion is that it has been developing in recent years despite the challenges to be faced. Secondly, we tested the hypotheses that there are wage differentials between the tourist and non-tourist sectors, regionally and by gender, hindering the development of tourism and consequently also the development of the country. In this endeavor, we used the Oaxaca-Blinder decomposition perfected by Jann (2008). It was concluded that there are wage differentials in the three dimension that were analyzed and the variables education and age are the most important to explain these differences, highlighting the need for public policies involving such variables in order to reduce the differentials. Finally, using a VAR methodology, we assessed the relationship between FDI and tourism. It was found these is bidirectional causality between the variables, i.e., there is a direct relationship between them, confirming the theoretical argument that FDI plays a significant role for expanding the tourism sector in Brazil.
