A gestão da segurança interna tem sofrido alterações neste mundo dinâmico e em acentuada globalização. Esta dissertação pretende investigar as políticas públicas de segurança interna, que foram inscritas nas agendas governamentais, nos últimos 30 anos, de forma a responder aos problemas, que tem a sua origem fora das fronteiras nacionais e que se podem manifestar no seu interior. O objectivo desta investigação consiste em saber de que forma tem evoluído a resposta à dimensão externa da segurança interna. Procedemos ao enquadramento das políticas de segurança, assim como, das dimensões internas e externa da segurança interna. A pesquisa empírica consistiu na aplicação da abordagem qualitativa, aplicando a análise de conteúdo aos programas de Governo, desde o VI Governo Constitucional, até ao presente. Os resultados apontam para uma preocupação, com a dimensão externa da segurança interna, a partir do mandato do XII Governo Constitucional. Os problemas como a criminalidade organizada internacional, o terrorismo, os grandes tráficos transnacionais e a cooperação internacional, passaram a dominar os programas governativos, em matéria de segurança interna, com o XII Governo.
The internal security management has been suffering changing’s in this dynamic world with an enlarged globalization. This essay intends to investigate the internal security public policies, which have been enrolled in the Government Agenda, in the last 30 years, in order to answer the problems that have origin out of the national borders and that can be manifested in their interior. The purpose of this investigation consists to know in which way it has been developed the answer of the internal security based in an external dimension. We proceeded to the framing of internal security policies, as well as the internal and external dimensions of the internal security. The empiric research consisted on a qualitative approach, by applying a content analysis to Government's Programs, since the VI Constitutional Government to the present. The results indicate a concern, with the external dimension of the internal security, starting from the mandate of the XII Constitutional Government. Problems such as the international criminality, the terrorism, the great transnational traffics and the international cooperation started to dominate the governmental programs, regarding the internal security, with the XII Government
