Portugal and Brazil began its operations in the framework of environmental management in the 1980. Portugal created and applied waste management systems in ELV (end-of life vehicles) and Brazil created a number of actions and laws that do not always relate to each other, in the absence of an integrated management of the different types of waste that a VFV can generate. This work aims to describe the evolution of waste management systems of Portugal and Brazil, expose the difficulties of both systems and compare the systems of both countries. The methodology used was based on the bibliographic search, descriptive and quantitative data available by official bodies. The dissertation intends to show that the successful implementation of a management system depends not just on economic aspects, but requires planning, implementation of policies and principles and the engagement of multiple entities, interests and stakeholders.
