O presente trabalho enquadra-se no Mestrado em Política Social, sob o tema do acompanhamento social a crianças e famílias nos Centros de Acolhimento Temporário (CAT) em Lisboa. O estudo debruça-se sobre o acolhimento institucional, mais especificamente o acolhimento temporário em CAT, de crianças ao abrigo da aplicação da Lei de Protecção de Crianças e Jovens (Lei n.º 147/99, de 1 de Setembro). Sendo o acolhimento institucional a principal resposta da sociedade portuguesa para a prevenção e resposta a situações de perigo grave, revela-se pertinente refletir sobre este tema no âmbito da Política Social. Na dissertação começamos por refletir sobre a temática da infância, ao nível do reconhecimento dos direitos da criança e do enquadramento legal da promoção e proteção dos direitos das crianças e jovens na atualidade. Esta reflexão é orientada por conceitos centrais no acolhimento institucional (projecto de vida, reintegração familiar) permitindo-nos aprofundar ou explicitar os elementos que definem o acolhimento institucional num CAT. A pesquisa enquadra-se no paradigma da sociologia qualitativa, adotando-se os procedimentos metodológicos da grounded theory para se compreender o processo de acompanhamento às crianças e às respetivas famílias em CAT, a partir do ponto de vista dos técnicos de serviço social nos CAT que acolhem crianças até aos 12 anos de idade, no distrito de Lisboa (numa amostra intencional de 9 CAT). Este trabalho pretende contribuir para distinguir e compreender os tipos de acompanhamento social efetuado pelos CAT, e eleger os melhores procedimentos no acompanhamento social das crianças e das suas famílias. A perspetiva qualitativa e o objetivo (geral) de compreender os processos e os modos ou práticas de acompanhamento social, definem a entrevista (semi-estruturada) como estratégia de recolha de dados adequada.
This work is part of the Master of Social Policy, under the theme of social support to children and families in the Centers of Temporary Shelter (CAT) in Lisbon. The study focuses on institutional care, specifically the temporary reception in CAT, children under the application of the Law on Protection of Children and Young Persons (Law n. 147/99, 1 September). Being the host institution's main response of Portuguese society for the prevention and response to situations of serious danger, it appears appropriate to reflect on this theme in the context of social policy. In the dissertation we begin by reflecting on the theme of childhood, the level of recognition of children's rights and the legal framework for the promotion and protection of rights of children and young people today. This reflection is guided by core concepts in residential care (project life, family reintegration) allowing us to deepen and clarify the elements that define the institutional host a CAT. The research fits into the paradigm of qualitative sociology adopting the methodological procedures of grounded theory to understand the process of monitoring the children and families in the respective CAT, from the point of view of social workers in CAT hosting children less than 12 years of age, in the district of Lisbon (a purposive sample of 9 CAT). This work aims to contribute to distinguish and understand the types of social support made by CAT, and elect the best practices in social support for children and their families. The qualitative perspective and purpose (general) to understand the processes and methods or practices for monitoring social define the interview (semi-structured) as a strategy for collecting appropriate data.
