Os sistemas Enterprise Resource Planning (ERP) e os problemas suscitados pela sua implementação nas organizações, têm motivado uma grande apetência da comunidade académica e empresarial, que lhe dedicam inúmeros estudos, análises e discussões em diversos fóruns. A adopção destes sistemas pelas organizações do sector público, não tem tido o mesmo relevo nessas comunidades, embora apresentem algumas especificidades apontadas por diversos autores, cujo conhecimento poderá fazer a diferença, ajudando a trilhar o caminho do sucesso dos projectos associados. Por outro lado, a investigação sobre os sistemas ERP, aborda exaustivamente os aspectos tecnocráticos associados com a sua implementação e com a gestão dos projectos adstritos, mas não é tão profícua no estudo e análise das problemáticas relacionadas com o seu impacto nas organizações, bem como da presumível capacidade de induzirem a mudança organizacional. Numa fase em que, a nível internacional e nacional, os fornecedores de sistemas ERP apostam no sector público, considerando-o como um segmento de mercado prioritário para o desenvolvimento das suas actividades comerciais, reveste-se de acrescida importância o aumento do conhecimento sobre as implicações da sua adopção por essas organizações. Recorrendo a um Estudo de Caso de uma implementação em larga escala de um sistema ERP, numa organização de grande dimensão do sector público português, o projecto Sistema Integrado de Gestão do Ministério da Defesa Nacional (SIG/MDN), tentaremos abrir um caminho, tão vasto e abrangente quanto possível, para a obtenção de um conhecimento mais sustentado sobre a influência destes sistemas na mudança organizacional, identificando eventuais oportunidades ou condicionamentos, que ampliem ou restrinjam a sua acção.
Enterprise Resource Planning (ERP) systems and the problems raised by its implementation in organizations have been motivating a great desire from the academic and entrepreneurial community, which have dedicated countless studies, analysis and discussions to it in several forums. The adoption of these systems by organizations of the public sector has not had the same importance in those communities - although they present some specifics pointed out by several authors whose knowledge can make a difference - helping in following along the successful pathway of the associated projects. On the other hand, the investigation on ERP systems focuses exhaustively on the technocratic aspects associated to its implementation and with the management of the contracted projects, but it is not so advantageous in the study and analysis of the set of problems related to its impact on organizations, as well as the presumed capacity of inducing the organizational change. At a phase in which - both at a national and at an international level - the contractors of ERP systems bet on the public sector considering it a primary market segment for the development of its commercial activities, the increase in knowledge of the implications of its adoption by those organizations is of an increasing importance. Resorting to a Case Study of an implementation on a large scale of an ERP system, an organization of great dimension in the Portuguese public sector, the project "Sistema Integrado de Gestão do Ministério de Defesa Nacional (SIG/MDN)" - Integrated System of Management of the Portuguese Ministry of Defence, we will try to open a path, as vast and wide as possible, in order to obtain a more supported knowledge of the influence of these systems in the organizational change, identifying eventual opportunities on conditionings which will amplify or restrain its action.
