Institutional, economic and cultural safeguards against corruption: a panel study of OECD countries

Close look at the most well-known indicators of corruption seem to suggest that, on average, the levels resist to decrease. While there is some good examples of well- succeed reforms in many countries, where the implementation of anti-corruption policies is reported, indicators showing a non-decreasing trend suggest that the reforms may be ineffective. Some literature suggest that the adoption of reforms focused on single dimensions of corruption, without taking into account the need for an integrated action joining the institutional, economic, and cultural dimensions, is the main reasons for failure. Programs focused, for example, on changing institutions, setting aside economic and cultural issues, have no prospects to succeed. In this article we test this hypothesis in a panel of OECD countries covering the period of 2002-2014 and using the Control of Corruption governance indicator (World Bank) and several indicators representing the three dimension of anti-corruption programs. While the results do not fully support the main hypothesis of joint action of anti-corruption programs, those that include an institutional dimension are the ones that have a significant impact on the control of corruption regardless of the combinations of measures adopted.
