The authors make an analysis of primary care health systems of Portugal, Cape Verde and Brazil, highlighting the aspects of the right tohealth and its effective enforcement through the organization of primary healthcare systems and services. Highlight the progress and themain strategies used and point out the challenges that remain and must be overcome. The relevance of the Alma-Ata meeting for the strengthening of the family health strategy is addressed, whereas the distinction of Portugal, where the creation of the family doctor career hadvery significant impact. Finally, the factors that influence the reform and reorientation of health services trampled on strengthening primaryhealth care are discussed.

Os autores traçam uma análise dos sistemas de cuidados primários de saúde de Portugal, Cabo Verde e Brasil, salientando os aspetos ligados aodireito à saúde e sua efetiva garantia por meio da organização de sistemas e serviços de cuidados de saúde primários. Destacam os avanços e as principais estratégias utilizadas e apontam os desafios que persistem e que devem ser superados. Salienta-se ainda o peso da reunião de Alma-Ata para o reforço da estratégia da saúde da família e a distinção de Portugal, onde a criação da carreira de médico de família teve impacto muito significativo. Discorrem, ainda, sobre os fatores que têm influência nos processos de reforma e de reorientação dos serviços de saúde calcados sobre o fortalecimento da atenção primária à saúde.
