The role of the municipality in decentralized health responses in CaboVerde

This article is the result of a non-exhaustive narrative review based on the literature, legislation and documents that guide the development of health services in Cabo Verde and aims to establish the elements of the relationship between municipalities and health, particularly the role of municipalities in responding to the needs of population in the context of a small island country. The Republic of Cabo Verde is a small island developing state comprising 10 islands and 22 municipalities / counties, inhabited by half a million inhabitants. There is a deconcentrating of primary care activities for health institutions in the county (Health Centres) with a participation of municipalities in health activities, but there is no municipalisation in the sense of assigning the management of these institutions to the municipality. To provide secondary hospital care and the search for universal health coverage, the Health Region was created, which organizes the existing primary institutions in the involved municipalities that constitute the region and manages a regional Hospital. Municipalities are well positioned to facilitate local partnerships to empower sectoral health benefits.

Este artigo é resultado de uma revisão narrativa não exaustiva com base na literatura, legislação e documentos que orientam o desenvolvimento dos serviços de saúde em Cabo Verde e visa estabelecer os elementos da relação municípios e saúde, particularmente o papel dos municípios nas respostas às necessidades de saúde da população, no contexto de pequeno país insular. A República de Cabo Verde é um pequeno Estado insular em desenvolvimento, formado por 10 ilhas e 22 concelhos/ municípios e habitado por meio milhão de habitantes. Há uma desconcentração das atividades de cuidados primários para instituições de saúde no concelho (Centros de Saúde) com uma participação dos municípios nas atividades de saúde, mas não existe uma municipalização no sentido da atribuição da gestão dessas instituições ao município. Para prestar cuidados hospitalares secundários e na busca da cobertura universal de saúde foi criada a Região Sanitária, que organiza as instituições primárias existentes nos municípios envolvidos que constituem a região e gere um Hospital regional. Os municípios estão bem posicionados para facilitar parcerias locais de potenciação dos benefícios setoriais para a saúde.
