This report was part of a comparative study on family obligations in the European Community and has three main objectives. In the first place, to analyse the way in which family responsibilities are defined in different areas of Portuguese social policy (in national insurance and social assistance benefits, in family law). Secondly, to describe briefly the benefits and support services that exist in the present system of social protection. Thirdly, to provide some understanding of the present balance between the family and the state, the formal and the informal support networks, private and public provision, in the «welfare society» in Portugal.

Neste relatório sobre a família na política social portuguesa, elaborado no contexto de um estudo comparativo europeu sobre as obrigações familiares na Comunidade Europeia, procura-se responder a três objectivos principais. Em primeiro lugar, analisar como a família e as responsabilidades familiares são definidas em diferentes áreas da política social portuguesa (nos benefícios atribuídos aos beneficiários da segurança social, nos benefícios não contributivos, no direito da família) tanto no passado recente como agora. Em segundo lugar, descrever sucintamente os benefícios e serviços de apoio que existem actualmente no domínio da protecção social. Por último, propor alguns elementos de reflexão sobre o equilíbrio actual entre o Estado e a família, o formal e o informal, o público e o privado, na «sociedade-providência» em Portugal.
