Transnationalism, paradiplomacy and regional integration: the case of Brazil and Uruguay

The international activity of subnational actors in what is understood as paradiplomacy has been a recurrent phenomenon since the 1990s. This underscores the international projection of interests hitherto contained in the scope of national agendas and reverberates in the dynamics of co-operation projects among countries. Such processes deserve therefore to be rethought in theoretical and conceptual terms. This paper deals with possible changes in the dynamics of regional integration in the light of the transformations that have made possible the growth of paradiplomacy and the prominence of subnational actors in the international sphere. First there is a discussion about the concepts of paradiplomacy and regional integration, and questions are raised related to the need for observing paradiplomacy from the perspective of the integrationist dynamics of a region. Subsequently, there is an analysis of the possibilities for understanding the processes of integration incorporating paradiplomacy as one of their constitutive resources.

A atuação internacional de agentes subnacionais no que é entendido como paradiplomacia tem sido recorrente desde a década de 1990. Isso ressalta a projeção internacional de interesses até então contidos no âmbito das agendas nacionais e repercute na dinâmica dos processos de cooperação regional entre países. Essa realidade merece ser repensada em termos teóricos e conceituais. Tratam-se, neste artigo, das possíveis mudanças na dinâmica de integração regional em função das transformações que têm possibilitado a ascensão do exercício paradiplomático e a proeminência de agentes subnacionais no cenário internacional. Inicialmente, discutem-se os conceitos de integração regional e de paradiplomacia e levantam-se questões pertinentes à necessidade de contemplar o exercício paradiplomático na dinâmica integracionista de uma região. Em seguida, analisam-se as possibilidades de compreensão dos processos de integração incorporando exercício paradiplomático como uma de suas vias constitutivas.
