A Teoria do Desenvolvimento Humano de Ronald Inglehart argui que modernização gera mudanças culturais ao longo do tempo, as quais viabilizam, em determinado estágio, o surgimento da democracia em sociedades não democráticas e o seu fortalecimento em sociedades já democráticas. Tal mudança cultural conduziria à valorização da liberdade individual e, portanto, desencadearia uma série de atitudes e comportamentos individuais benéficos à democracia liberal. Nesse sentido, o autor chega a rejeitar os diagnósticos de declínio da democracia liberal no mundo hoje, na medida em que os resultados empíricos de suas análises estatísticas demonstram a ocorrência da mudança cultural no sentido esperado. Nesta tese, assim, argumenta-se que a Teoria do Desenvolvimento Humano se preocupa em construir uma regra geral de longo prazo testável empiricamente, a qual somente pode existir insulando-se os aspectos atinentes à política, tais como as desigualdades sociais, o impacto do mercado sobre a política e o conflito sempre subjacente às relações interpessoais. Defende-se, ainda, que tal construção teórica e empírica decorre da tradição normativa em que está inserida a teoria, a partir da qual a democracia liberal aparece como a única forma democrática possível, inclusive, por ser testável empiricamente. Para isso, adota-se o recurso de retomar a literatura da qual se origina a Teoria do Desenvolvimento Humano, a fim de verificar a existência de aspectos remanescentes em seus pressupostos teóricos, metodológicos e empíricos, que deixem evidente a normatividade orientada à defesa da democracia liberal. Em um segundo momento, destaca-se, a partir da própria teoria, opções definidas por Inglehart e seus colaboradores em decorrência de tal normatividade e que, não raro, correspondem a críticas já elaboradas às teorias da qual a Teoria do Desenvolvimento Humano se origina. Ao final, espera-se ter demonstrado que, a despeito de apresentar-se como uma revisão às teorias da modernização, a Teoria do Desenvolvimento Humano preserva características oriundas dessa tradição teórica e empírica, as quais orientam a sua compreensão e explicação da democratização e do avanço da democracia até os dias de hoje.

Ronald Inglehart's Theory of Human Development argues that modernization generates cultural changes over time, which make possible, at a certain stage, the emergence of democracy in non-democratic societies and its strengthening in already democratic societies. Such cultural change would lead to the valuation of individual freedom and, therefore, would trigger a series of individual attitudes and behaviors beneficial to liberal democracy. In this sense, the author rejects the diagnoses of declining liberal democracy in the world today, because the empirical results of his statistical analyzes demonstrate the occurrence of cultural change in the expected sense. In this thesis, therefore, it is argued that the Human Development Theory is concerned with building a long-term general rule that is empirically testable, which can only exist by insulating aspects related to politics, such as social inequalities, the impact of about politics and conflict that always underlies interpersonal relationships. It is also argued that such a theoretical and empirical construction stems from the normative tradition in which the theory is inserted, from which liberal democracy appears as the only possible democratic form, even because it is empirically testable. For this, the resource is adopted to resume the literature from which the Human Development Theory originates, in order to verify the existence of remaining aspects in its theoretical, methodological and empirical assumptions, which demonstrate the normativity oriented to the defense of democracy liberal. In a second moment, it is highlighted, from the theory itself, options defined by Inglehart and his collaborators as a result of such normativity and that, often, correspond to criticisms already elaborated to the theories from which the Theory of Human Development originates. In the end, we hope to have demonstrated that, despite presenting itself as a revision of the modernization theories, the Human Development Theory preserves characteristics derived from this theoretical and empirical tradition, which guide its understanding and explanation of democratization and the advancing democracy to this day.
