O objectivo deste trabalho de investigação é o de averiguar da possibilidade de utilizar as contrapartidas exigidas aquando da aquisição de material militar, para o desenvolvimento de um Cluster Aeronáutico em Portugal. Para tal a investigação é conduzida no sentido de explorar as vertentes do software operacional, de projecto e fabrico. Para melhor compreender o conceito é indicada a tipologia das contrapartidas, bem como uma resenha histórica de programas em Portugal. De seguida apresenta-se a legislação que regula a actividade de gestão e controlo desses programas. Neste sentido, analisa-se a evolução que a legislação sofreu, e a forma como a legislação actual se enquadra como os objectivos políticos plasmados em planos estratégicos do Governo. Assim, apresenta-se a Comissão Permanente de Contrapartidas e a interacção desta entidade com outros actores como a INTELI, a indústria e a European Defence Agency. Logo de seguida são referenciados os programas actualmente em execução, bem como a sua relação com a problemática em análise. A metodologia utilizada passa por questionar se, no âmbito das contrapartidas, a indústria nacional tem capacidade para receber transferência de tecnologia e aproveitá-la para desenvolver competências que aumentem a cadeia de valor dos produtos que produzem. São levantadas hipóteses sobre as situações desejadas e o seu teste é efectuado baseado na informação recolhida complementada com entrevistas. O resultado obtido com esta análise permite dizer que o aproveitamento das contrapartidas, não sendo um recurso fundamental, desenvolve o Cluster Aeronáutico pelas sinergias que potencia, pela visibilidade que as empresas passam a ter e pelo acesso a tecnologia mais recente sem ter de investir em EI&D. Cabe agora à indústria nacional, e em última instância ao Estado, aproveitar este mecanismo, sabendo escolher o que é importante, preparando as infra-estruturas necessárias à implementação dos programas, e às empresas ultrapassar complexos de inferioridade unindo-se para melhor poderem ser beneficiários desses programas. No final deste trabalho elencam-se as conclusões a que se chegaram para além de serem são elaboradas algumas recomendações a entidades envolvidas com o processo das contrapartidas. Abstract: The purpose of this investigation paper is to verify whether or not the possibility of using Offsets, related with Military acquisitions, help develop an Aeronautical Cluster in Portugal. Therefore, the investigation is lead in order to exploit the Operational Software area as long as the Project and Manufacturing areas. To better understand the Offset concept a typology is indicated with some history of Offset programs in Portugal. Following we present the legislation that regulates the activity of managing and controlling the programs. Thus we analyze the legislation’s evolution and the way the actual legislation is in line with the political objectives described in strategic plans issued by the government. The “Comissão Permanente de Contrapartidas” (Permanent Offset Commission) is presented and its interaction with other Offset players like INTELI, Industry and the European Defence Agency. After that, the current Offset programs being managed while we compare them with the problematic being investigated. The methodology used is by questioning if, with Offsets, the Portuguese industry is able to withstand the technology transfer, and use it to develop their competences to add up value to the products they make. Hypothesis are raised over the desired situation and it’s testing is preformed with the help of several documentation consulted complemented with some interviews. The result obtained with this analyzes allow us to say that the usage of Offsets, besides not being a fundamental resource, develops the Aeronautical Cluster with the synergies it can provide, by the visibility the companies get afterwards and because of the access of recent technology without investing in IE&D. Is now up to the national industry, and in last stance, to the State, to use this offset mechanism, by knowing what is really important, by preparing the infrastructures to accommodate the programs and to the companies to overcome some minority complexes by getting into associations and partnerships, therefore being better prepared to be beneficiaries of these programs. At the end of this paper we present conclusions and some recommendations are listed to some entities related with the Offsets process in Portugal.
