A presente dissertação de mestrado pretende encontrar novas soluções, relacionadas com o planeamento e gestão de materiais inerentes ao paradigma do Just in Time (JIT) versus constituição de stocks, no âmbito da gestão técnica de materiais perecíveis, na ótica do abastecimento. O estudo foi direcionado ao organismo abastecedor da Marinha, responsável pela maioria das áreas de material. Realizou-se uma análise às áreas de materiais existentes, e isso permitiu delimitar a área de estudo para aquela onde o grau de perecibilidade fosse maior. Assim, o estudo foi delimitado à área de alimentação. Nesta investigação, foi adotado o método indutivo. O trabalho foi organizado em seis capítulos, sendo o capítulo I o da introdução, o capítulo II dedicado ao enquadramento teórico, o capítulo III focaliza a estrutura orgânica e funcional do organismo abastecedor da Marinha, a Direção de Abastecimento. No capítulo IV propõem-se alternativas ao modelo atual e apresenta-se o modelo JIT como o modelo adequado à gestão de materiais perecíveis. O capítulo V é dedicado à análise e apresentação dos resultados, por último, no capítulo VI, apresentam-se as conclusões e as recomendações. A gestão de materiais perecíveis requer algumas exigências bem mais do que certificação de qualidade por parte dos fornecedores. Este tipo de materiais, por serem mais facilmente degradáveis, não se justifica a sua armazenagem por longos períodos de tempo e em grandes quantidades, assim analisou-se o modelo atual e apresentou-se alternativas. Por conseguinte propôs-se o modelo JIT, como forma de melhorar a gestão da cadeia de abastecimento da Marinha. Tanto as alternativas apresentadas como o modelo proposto visam garantir a economia, eficácia e eficiências dos recursos humanos, financeiros e materiais na Marinha. Ou seja, reduzir custos de armazenagem, otimizar recursos e afetá-los as outras áreas de forma eficiente e eficaz. Dedicou-se o estudo à área alimentar por terem um maior número de artigos com elevadas características de perecibilidade. Neste universo de artigos, com base na análise ABC, classificaram-se os artigos em ordem aos de maiores recursos financeiros necessários para a sua gestão e considerando a sua maior procura, de forma a se poder assim propor o melhor modelo de gestão para cada tipo de artigo.
This master dissertation intends to find new solutions, related to the planning and management of materials inherent to the paradigm of Just in Time (JIT) versus build up stocks, according the technical management of perishable materials, in viewpoint of supply. The study was directed to the agency supplying the Navy, responsible for all areas of materials. We conducted an analysis to areas of existing materials, it allowed defining the study area to one where the degree of perishability were larger. Thus, the study was delimited to the feeding area. In this research, we adopted the inductive method. This report work was organized into six chapters in which the chapter I, the introduction, chapter II devoted to the theoretical, chapter III focuses on the organizational and functional structure of the body supplying the Navy, the Directorate of Supply. In chapter IV it is proposed alternatives to the current model, and presents the model JIT as a suitable model management perishable materials. Chapter V is devoted to the analysis and presentation of results, finally, in chapter VI, presents the conclusions and recommendations. Is necessary in addition to the other requirements quality certificate from the suppliers to the management of perishable materials As this type of material are more readily degradable, do not justify its storage for long periods of time and in large quantities, therefore, was analyzed the current model and it's presented alternative. Therefore it was proposed JIT model, in order to improve the management of the supply chain of the Navy. Both alternatives presented as the proposed model aim at securing economy, efficiency and effectiveness of human resources, financial and material resources in the Navy. This is reducing storage costs and optimize resources and allocating them to other areas efficiently and effectively Devoted themselves to studying the food area because there is a greater number of articles with high perishability characteristics. In this universe of articles, based on ABC analysis, it was classified the articles in order to greater financial resources necessary for its management and considering its increasing demand, in order to be able, thus to propose the best management model for each type of article.
