A Guarda Nacional Republicana face ao paradoxo : Eclosão e dissolução de Gendarmeries

À semelhança do que acontece noutros países, é essencial analisar o sistema dual de polícia que se encontra em vigor em Portugal. Existem países cujas reformas têm implicado a criação e desenvolvimento de forças tipo Gendarmerie, e outros países em que se tem assistido à sua extinção. Assim, o presente Trabalho de Investigação Aplicada visa compreender a importância da GNR como força Gendarmerie e, tendo em consideração as alterações que se têm vindo a verificar ao nível das forças deste tipo, quais as linhas força de reconfiguração para a GNR. A investigação inicia-se com o estudo da génese das forças de Gendarmerie e são analisados casos de evolução e dissolução deste tipo de forças, nomeadamente: França, Espanha, Itália, Bélgica e Áustria. São identificadas as potencialidades e vulnerabilidades destas forças e os seus fatores de evolução e dissolução. A Guarda Nacional Republicana é abordada enquanto força de segurança de natureza militar, ao nível da sua tutela, das suas missões, da sua organização e da própria condição militar. A metodologia adotada no trabalho segue o método hipotético-dedutivo. Neste sentido, estabelecem-se questões derivadas com o intuito de responder ao objetivo do estudo (questão central) e para cada uma delas é formulada uma hipótese de investigação. Como forma de recolha de dados, realiza-se uma entrevista a oito elementos da área da segurança interna. De acordo com os dados obtidos, as hipóteses de investigação são verificadas e responde-se às questões derivadas. Consequentemente, dá-se resposta à questão central. Conclui-se que a GNR face aos fatores de dissolução de Gendarmeries deve evitar as suas fraquezas e, eventuais ameaças, devendo potenciar algumas das suas valências e tirar partido dos seus pontos fortes.

Similarly, to what happens in other countries, it is essential to analyse the prevailing police dual system in Portugal. There are countries which reforms have implied the creation and development of Gendarmerie kind of forces and others that have gone through their extinction. Thereby, the present Applied Investigation Work seeks to understand the importance of the GNR as a Gendarmerie force and, considering the changes on this kind of forces, which are the force lines of reconfiguration of the GNR. The investigation is initiated with the study of the Gendarmerie forces genesis’ and the analysis of both evolution and dissolution cases of this kind of forces, namely: France, Spain, Italy, Belgium and Austria. The potentialities and vulnerabilities of this forces are identified as well as their factors of evolution and dissolution. The National Republican Gard is approached as a military nature security force, regarding its guardianship, missions, organization and its military condition itself. The adopted methodology follows the Hypothetical-deductive method. Thus the derived questions are established in order to answer the study’s objective (the main question) and for each one of them it is phrased an investigation hypothesis. As a mean of data collection it takes place an interview to eight elements of the internal security field. According to the extracted data, the investigation hypothesis’ are verified and the derived questions are answered. Consequently, there is given an answer to the main question. And, concluding, face to the dissolution factors, the GNR must sidestep the its weaknesses and, eventual threats, potentiating its valencies and exploiting its strengths.
