Este Trabalho de Investigação Aplicada debruça-se sobre a temática do emprego operacional da Polícia Militar Portuguesa no Teatro de Operações da Guiné entre 1962 e 1975. O emprego de uma força operacional quer seja num exercício ou num teatro de operações, oferece Observações e, posteriormente, Lições Aprendidas que poderão ser úteis para que essa força ou uma outra força qualquer identifique alterações a serem efetuadas ou boas práticas a serem praticadas. A Polícia do Exército tem, entre outras, a missão de auxiliar o Comandante da força, garantindo a manutenção da ordem e disciplina, essenciais ao seu Comando e Controlo. Deste modo, a constante melhoria e evolução dos procedimentos, organização e formas de emprego desta unidade são uma mais-valia. O trabalho de investigação tem, então, como objetivo geral determinar que Observações podem ser retiradas do emprego da Polícia Militar na Guiné aquando da Guerra do Ultramar, entre 1962 e 1975. A primeira fase desta investigação científica centrou-se na pesquisa de literatura acerca dos principais conceitos relacionados com o tema. A segunda fase foi composta pelo trabalho de campo, este resume-se à recolha de informação através de Entrevistas, com o intuito de analisar, comparar e retirar conclusões das opiniões das Entidades entrevistadas. As Observações retiradas desta investigação científica são relativas à preparação da força, cujo tempo era curto para o ideal e era faltosa em aspetos de preparação da força para o tipo de terreno e as características da população; e à atribuição de missões para as quais as Companhias de Polícia Militar não se encontravam preparadas nem possuíam o material adequado para a execução das mesmas.
Abstract The present Applied Investigation Report addresses the theme of the Service of the Portuguese Military Police in the Province of Guinea between 1962 and 1975. The usage of an operational force, whether it is in exercises or missions on areas of operations, grants us Observations and Lessons for the same or another force to be used in a more effective way. The Military Police has, among others, the mission to assist the force’s Commander, maintaining the force’s discipline and order. This being, the constant improvement of procedures, organization and ways of usage, are assets for this and any other force. This investigation work has as the main goal to determine which Observations can be withdrawn from the Military Police’s deployment to Guinea during the Ultramar’s War, between 1962 and 1975. The first phase of this scientific investigation consisted of a research on the main literature related to this theme. The second phase consisted of the field work; this work is resumed to the collection of information through Interviews, with the main goal of analyzing, comparing and retrieving conclusions from the various opinions of the interviewed Entities. The Observations withdrawn from this investigation report are relative to the force’s preparation for the mission such as: lack of time given to this preparation and lack of information for the soldiers to know the type of terrain of the operations area and the Province’s population’s characteristics; and relative to the missions outside the attributions that these Military Police forces had.
