O Targeting é um processo que permite selecionar e prioritizar os objetivos que se pretende atacar, escolher o melhor meio que permitirá provocar os efeitos necessários no mesmo e fazer uma avaliação dos efeitos causados. Este constitui-se como uma ferramenta essencial que permite decidir o curso das várias operações. O presente Trabalho de Investigação Aplicada procura reconhecer quais os órgãos que se encontram nas Brigadas da Componente Operacional dos Sistema de Forças Nacional que estão afetos ao Targeting, bem como quais as funções dos elementos que estão diretamente ligados à condução deste processo, e a formação que lhes é ministrada. A primeira fase é dedicada essencialmente à descrição da metodologia e procedimentos utilizados. Numa segunda fase revela-se a composição do Sistema de Forças Nacional, evidenciando quais os órgãos aí presentes que se encontram ligados ao Targeting. A terceira fase mostra como se processa toda a metodologia do Targeting, ao nível Operacional e Táctico. Nesta faz-se referência ao Advanced Field Artillery Tactical Data System pois, este constitui-se como uma ferramenta essencial para automatizar este processo. Numa quarta fase apresenta-se a Célula de Coordenação de Fogos e Efeitos como órgão responsável pela condução do processo de Targeting. Menciona-se ainda quais as funções dos elementos que estão diretamente ligados a este processo, nomeadamente o Oficial de Apoio de Fogos da Brigada, o Sargento de Apoio de Fogos da Brigada e o Oficial de Targeting da Brigada. Mostra-se também quais os cursos de formação a que estes são sujeitos. Numa quinta fase faz-se a caraterização e análise das entrevistas realizadas durante a elaboração do trabalho. Por último, com base nas conclusões obtidas após todas as fases que constituem o presente estudo, procurou-se identificar uma opção que permitisse tornar mais eficaz a condução do processo de Targeting nas Brigadas da Componente Operacional do Sistema de Forças Nacional. Sugere-se assim que a função de Oficial de Targeting seja reservada para um Oficial de Artilharia, e que o Curso de Apoio de Fogos e Introdução ao Targeting seja destinado igualmente à função de Oficial de Apoio de Fogos.

Abstract Targeting is a process that allows to select and prioritize the targets that we intent to attack, choose the best mean that will cause the desired effects in it and make an evaluation of the effects caused. This constitutes as an essential tool that allows to decide the course of several operations. This Applied Research Work seeks to make known what are the organs that are in the rigades of the Operational Component System of National Forces which are sympathetic to Targeting, as well as which functions of the elements that are directly related to the conduct of this process, and what training is given to them. The first phase is mainly dedicated to the description of the methodology and procedures used. In a second phase is revealed the composition of the System of National Forces, showing what are the organs present there that are connected to Targeting. The third phase gives an insight how the methodology of Targeting is carried, in both Operation end Tactical level. This part also refers the Advanced Field Artillery Tactical Data System because it constitutes an essential tool to automate this process. The fourth stage shows the Fire and Effects Coordination Cell as the organ responsible for the conduction of the Targeting process. It is also mentioned what are the functions of the elements that are directly linked to this process, including the Brigade Fire Support Officer, the Fire Support Sergeant, and the Brigade Targeting Officer. It is also showed what training courses they are subject. In a fifth phase it is done a characterization and analysis of the interviews that were conducted during the development of this work. At last, based on the conclusions obtained after all stages that constitute the present study, we tried to identify an option that would provide more effectiveness to the conduction of the Targeting process in the Brigades of national Forces Component System.
