O Presente trabalho centra-se na capacidade militar Sniper e mais concretamente na importância do seu emprego no contexto do novo Ambiente Operacional. A investigação parte do conceito do novo Ambiente Operacional e caracteriza as principais variáveis que o sustentam, onde se inclui, com maior preponderância, a caracterização das novas ameaças. O estudo prossegue com a caracterização do Sniper e as suas principais missões, fazendo a distinção entre o Sniper de Operações Especiais e o Sniper Convencional. Para verificar e validar os conceitos teóricos e doutrinários, o estudo procede a uma análise do emprego do Sniper nas Operações de Resposta à Crise e nomeadamente nas missões de protecção da força, reconhecimento e vigilância, escolta, protecção a altas entidades e controlo de tumultos. Nesta análise recorre-se fundamentalmente à experiência portuguesa nesta área, quer ao nível dos militares quer ao nível dos cenários e das operações desenvolvidas por Forças Nacionais Destacadas. A partir daqui, o estudo faz uma análise da capacidade militar Sniper no Exército português, segundo os quatro vectores de desenvolvimento de capacidade: “Estrutura da Força”, “Modernização”, “Prontidão” e “Sustentação”. O estudo termina com a apresentação das principais conclusões da investigação e de algumas recomendações. Em suma, este trabalho é dirigido fundamentalmente aos responsáveis pelo comando de forças, pois avalia as possíveis formas de emprego da capacidade militar Sniper no novo Ambiente Operacional.

Abstract The present study focuses the military Sniper capacity, more precisely in the importance of its use on the new Operational Environment context. The inquiry begins with the concept of the new Operational Environment and characterizes the main variables that support it, where it includes, with bigger superiority, the characterization of the new threats. The inquiry follows with the characterization of the Sniper and its main missions, making the distinction between the Special Forces Sniper and the Conventional Sniper. In order to verify and validate the theoretical and doctrinal concepts, the inquiry proceeds to an analysis of the Sniper use in the Crisis Response Operations, and especially in the Force Protection missions, recognition and surveillance, escort, protection to high entities and crowd riot control. In this analysis it is basically appealed to the Portuguese experience in this area, whether the military level, or the sceneries and operations level, developed by National Dispelled Forces. From here onwards, the inquiry makes an analysis of the military Sniper capacity in the Portuguese Army, according to the four vectors of the capacity development: “Structure of the Force”, “Modernization”, “Promptitude” and “Sustentation”. The inquiry finishes with the research main conclusions presentation and some recommendations. Briefly, this inquiry is mainly directed to the Forces Command handlers, because it evaluates the possible ways of the military Sniper capacity use on the new Operational Environment.
