A integração da Artilharia de Campanha portuguesa nos Battlegroups da União Europeia

O estudo que se segue, para além do âmbito da Defesa Nacional, enquadra-se também na temática alusiva ao contexto da União Europeia, mais precisamente na vertente da Política Externa e de Segurança Comum e na Política Europeia de Segurança e Defesa, indo de encontro ao tema Battlegroup, e só posteriormente iremos falar acerca da hipótese de integração da Artilharia de Campanha portuguesa nos mesmos. Este estudo orienta-se para a realidade presente, e uma possível futura realidade do Exército Português, contribuindo ainda para o produto operacional do mesmo. Inicialmente iremos contextualizar o conceito de União Europeia, sobre a qual serão explicados diversos conceitos antes de se abordar a temática em questão. Inicaremos, como referido anteriormente uma abordagem ao conceito de União, e respectivo funcionamento, incidindo posteriormente na questão da Política Externa e de Segurança Comum e na Política Europeia de Segurança e Defesa. Posteriormente, numa segunda fase, falaremos dos Battlegroups da União Europeia, e de toda uma temática que lhe é adjacente, desde a sua criação, o seu próprio Conceito, a sua utilização, passando pela sua constituição e projecção de forças, a Artilharia de Campanha nos mesmos, embora esta tenha seja, para nós artilheiros, de uma importância mais relevante. Na terceira fase deste estudo, a União Europeia será também alvo das atenções, pois esta, desde o seu nascimento, vive em consonância com a NATO, onde, dentro das orgânicas dos seus conceitos de forças, encontramos meios de Artilharia de Campanha, que no caso português (pois o objectivo de estudo, entre outros, é apenas no caso nacional), se encontra inserida na própria NATO. A quarta parte deste estudo que se segue faz uma análise às capacidades e aos materiais da Artilharia de Campanha Portuguesa, incidindo essencialmente nas componentes das Armas e Munições, e na Aquisição de Objectivos. Findos os capítulos, foi feita uma análise e respectiva discussão ao longo de todo o percurso deste estudo, onde se chegou a uma proposta de integração da Artilharia de Campanha portuguesa nos Battlegroups, respondendo assim à questão de partida deste mesmo estudo.

Abstract The following study behond the National Defense context, is focused on the subject which is the European Union, most precisely the Common European Foreign Policy, and also the European Security and Defence Policy, according to the Battlegroup subject. Later, we will approach the chance of the integration of the Portuguese Field Artillery on the Battlegroups. This study focuses the present living reality, and also a possible future reality of the Portuguese Army, contributing still for the operational product of the same. Initially we will see the European Union concept, and it will be explained many other concepts before we approach the central subject. As we said before, we will going to make an approach to the Union concept, and also their way of functionating, having special care on the Common European Foreign Policy, and on the European Security and Defence Policy. On a second phase, we will talk about the European Union Battlegroups, since their creation, their own Concept, their usage capability, passing through their constitution, force deployability, the Field Artillery on the Battlegroups, because as gunners, this means to us something more. On the third phase of this study, the European Union will also be one of the main subjects, because since the beginning, it lives together with agreements on the same side of this organization, where, inside their force structure concepts, we can find Field Artillery weaponry, that on the Portuguese case is inserted on NATO structure. The fourth phase makes an analysis to the Portuguese Field Artillery capabilities and consequent weaponry, but we give more attention to the Weaponry and Ammunition and Target Acquisition. At the end of the chapters, an analysis was made through all the way of this study, where we achieved a proposal for the integration of the Portuguese Field Artillery in the Battlegroups, and also answering to the starting question of this study.
