O presente Relatório Científico Final do Trabalho de Investigação Aplicada, com o título de “A Cooperação Técnico Policial entre Portugal e Moçambique: O Papel da GNR na Formação Polícia da República de Moçambique”, constitui um requisito parcial para a obtenção do grau de mestre em Ciências Militares na Especialidade de Segurança e tem como objetivo identificar o contributo da GNR para a formação dos Quadros da Polícia da República de Moçambique à luz dos Programas de Cooperação Técnico-Policial entre Portugal e Moçambique, no período compreendido entre os anos de 2005 a 2013. O Trabalho encontra-se dividido em duas partes, uma teórica e a outra prática, conforme a norma de elaboração dos Trabalhos de Investigação Aplicada da Academia Militar. Na Parte Teórica, iniciamos o trabalho com o enquadramento do tema e a justificação da sua escolha; de seguida colocamos as questões que norteiam esta investigação e as respetivas hipóteses de respostas às mesmas. Depois, fazemos o enquadramento teórico sobre a Cooperação Portuguesa em Moçambique, onde analisamos os acordos em matéria de segurança assinados entre os dois Estados, as áreas e os objetivos da cooperação em matéria de segurança, os Programas Indicativos de Cooperação e o Projeto da União Europeia para o Apoio ao Desenvolvimento Institucional do Ministério do Interior. Seguidamente fizemos o estudo dos conceitos de Polícia e de Modelos Policiais para caracterizarmos os Modelos Policiais de Portugal e Moçambique e por fim caraterizamos as principais Forças de Segurança que participam ativamente nos Projetos de Cooperação Técnico Policial De seguida, analisamos os dados quantitativos relativos à participação da GNR em ações de Formação de Quadros da Polícia da República de Moçambique, em Moçambique e em Portugal, e posteriormente procedemos à recolha da Informação qualitativa sobre a participação da GNR nos ações de formação à Polícia da República de Moçambique através da análise do conteúdo das entrevistas feitas a individualidades com conhecimentos sobre a dinâmica da Cooperação Técnico Policial entre a GNR e a Polícia da República de Moçambique. Por fim, conclui-se que a GNR desempenha um papel preponderante na formação da Polícia da República de Moçambique ao conduzir ações de formação e de assessoria que podem possibilitar o aumento da capacidade de intervenção da Polícia da República de Moçambique no âmbito da sua atividade de segurança interna, quer através da formação de Quadros, como também pela assistência na revisão e modernização dos currículos dos cursos e no apoio à reestruturação orgânica da Polícia da República de Moçambique

Abstract This Final Scientific Report for the Work of Applied Research, with the subject "The Police Technical Cooperation between Portugal and Mozambique: The Role of GNR in Training of the Mozambique Police Force", is a partial requirement for achievement of the master's degree in Military Sciences in Specialty and Security and is the culmination of the Officers training Course at the Military Academy, and aims to identify the contribution of the GNR for the formation of the Republic of Mozambique Policeman in the framework of the Officer-Technical Cooperation Program between Portugal and Mozambique in the period between 2005 to 2013. The work is divided into two parts, one theoretical and the other practical, as the standard of preparation of Final Scientific Report in Military Academy. In Theoretical Part, we started working with the framework of the topic and the justification for the choice of the same; then we put the questions that guide this research and the respective hypotheses response. Then we make a theoretical framework about the Portuguese Cooperation in Mozambique where we analyzed the agreements on security signed between the two countries, areas and objectives of cooperation on security, the Indicative Cooperation Programs and Project of the European Union to support the institutional development of the Ministry of Interior. Then we did the study of the concepts of Police and Cops Models to Cops Models of Portugal and Mozambique and finally we characterize major security forces who actively participate in the Police Cooperation Projects. The practical part of the work begins with a description of the methodology and procedures used for the collection of empirical data that supports this research to help answer the questions that guide this Final Scientific Report. Next, we analyze the quantitative data related to the GNR participation in actions of Training Mozambicans Policeman in Mozambique and Portugal and subsequently proceeded to collect qualitative information on the participation of GNR in the training activities of the Republic of Mozambique Police Force, through the content analysis of the interviews to individuals with knowledge of the dynamics of Police Technical Cooperation between the GNR and the Republic of Mozambique Police Force Finally it is concluded that GNR plays a leading role in shaping the Republic of Mozambique Police Force carrying out training activities and advisory services that can increase the potential capacity of intervention of Republic of Mozambique Police Force in its internal security activity, either through the formation of leaders, as well as for assisting in the modernization of the curricula of the courses and support for restructuring Republic of Mozambique Police Force organic structure.
