O presente trabalho de investigação aplicada tem por tema “A cooperação do Exército com a proteção civil – contributo para a resolução de catástrofes no arquipélago da Madeira”. Este tema incide sobre os contributos do Exército em cooperação com o Serviço Regional de Proteção Civil, na participação na resolução de catástrofes na ilha da Madeira, partindo de uma situação prática, como a ocorrida em 20 de fevereiro de 2010. O objetivo final desta investigação foi compreender se os meios, a formação, a articulação do Exército na ilha da Madeira são adequados no âmbito da proteção civil, numa situação prática. Este trabalho encontra-se dividido em duas partes. Na primeira é feita uma abordagem teórica sobre o quadro legal e concetual, de modo a verificar a legislação que enquadra o Exército neste tipo de missões e a descrição da atuação deste na sequência da aluvião. Na segunda parte, apresenta-se a fase prática, mais precisamente a recolha de informação e dados que permitiram alcançar as conclusões e responder à problemática levantada neste estudo. Sendo assim, o trabalho de campo desenvolvido visa, através da recolha de opiniões e da experiência evidenciada, melhorar a resposta do Exército na ilha da Madeira para as missões no âmbito da proteção civil. A metodologia aplicada no estudo é baseada em vários autores ligados à metodologia de investigação, nomeadamente Raymond Quivy e Luc Campenhoudt, Manuela Sarmento, Hermano Carmo e Manuela Malheiro Ferreira, e António Carlos Gil. O trabalho permitiu verificar através das entrevistas estruturadas, que existem melhorias a serem feitas, nomeadamente na formação e valências dos militares para atuar nestas missões, e na existência de meios adequados para intervir. Concluiu-se com a presente investigação, que o Exército na ilha da Madeira teve um papel fundamental na resolução da catástrofe verificada em 20 de fevereiro de 2010, e que se encontra preparado para apoiar o Serviço Regional de Proteção Civil face às catástrofes futuras que poderão ocorrer.

Abstract This research is about "The cooperation of the Army with civilian protection -contributing to tackling disasters in Madeira." This theme focuses on the contributions of the Army in cooperation with the Serviço Regional de Proteção Civil in participation in the resolution of disasters in Madeira Island, using a case study that occurred on 20th February 2010. The final objective of this research was to comprise if the means, the formation and the frame of the Portuguese Army in Madeira Island are appropriated by a scope of the Civil Protection in a practical situation. This work was divided into two parts. In the first one, I have theoretically addressed the legal and conceptual framework, in a way that examines the law that determines the performance of the Army in these types of missions and actions in the case of flood. The second part presents the practical side, more precisely the information and data which helped to reach conclusions and solutions to the issue raised in this study. Thus, the field work aims to improve this, through the collection of opinions and experiences demonstrated to develop the Army's response in missions within the civil protection in Madeira Island. The methodology used in the study was based on various authors related to the research methodology, mainly Raymond Quivy and Luc Campenhoudt, Manuela Sarmento, Hermano Carmo and Manuela Malheiro Ferreira and António Carlos Gil. The research allowed us to confirm, through the structured interviews, that there are improvements to be made, particularly in the training and specialization of the military to act in these missions, and the appropriate methods to intervene. With this investigation it has been concluded that the Portuguese Army has had a key role in resolving the catastrophe which occurred on 20th February 2010 in Madeira, and is prepared to support the Serviço Regional de Proteção Civil in future situations that may occur.
