Este trabalho científico enquadra-se no domínio das Ciências Sociais e subordina-se ao tema "Videovigilância e Prevenção Criminal." O objectivo que presidiu a sua realização, foi analisar o contributo que a videovigilância pode dar às Forças de Segurança ao nível da prevenção da criminalidade, contrabalançada com as restrições que o seu uso implica ao nível dos Direitos Fundamentais. No que refere a metodologia científica, inicialmente, procedeu-se à análise de documentos (da qual foi extraída alguma da bibliografia constante deste trabalho), obras de autores de referência nas matérias versadas, trabalhos científicos, legislação e sites de Internet. Foram ainda realizadas entrevistas exploratórias na perspectiva de um maior conhecimento e aprofundamento do tema. A investigação de campo baseou-se na recolha de dados através da aplicação de questionários. O tratamento dos dados obtidos com recurso às aplicações informáticas SPSS e Microsoft Excel, correlacionados com os conceitos da parte teórica, permitiu dar resposta às perguntas de investigação e verificar as hipóteses formuladas. O trabalho encontra-se dividido em cinco fases, que são: Introdução do trabalho; Enquadramento teórico ou revisão da literatura; Metodologia da investigação de campo; Apresentação e discussão dos resultados e algumas conclusões e recomendações. No decorrer da investigação, foi possível constatar que a videovigilância é encarada como uma ferramenta útil e eficaz ao serviço das forças e serviços de segurança, contribuindo para um sentimento de segurança dos cidadãos quando empregue. A utilização de câmaras de vigilância em locais públicos de utilização comum não é vista como restritiva dos direitos fundamentais dos cidadãos, bem como não é considerada substituta dos elementos policiais, podendo apenas ser encarada como uma ferramenta auxiliar no cumprimento da sua missão. De uma forma geral, a videovigilância apresenta-se como uma valiosa ferramenta na prevenção da criminalidade, bem como em outras vertentes da actuação policial. O trabalho que a seguir se apresenta foi realizado entre Janeiro e Março de 2009.

Abstract This scientific paper fits the area of Social Sciences and its subject is "Video Surveillance and Criminal Prevention." The main purpose of this study was to analyze the contribution of the video surveillance in public places for the Security Forces in the prevention of crime, balanced with the restrictions that its use implies to the basic rights of the citizens. The methodological design of this study is construed upon the employment of multiple data collection methods. In an initial phase, the author adopted a document analysis approach (within which may be noted some of the main bibliographic material of this paper), engaging in the critical examination of multiple authors and reference materials, books, journals, official publications, government legislation, archives and online sources. Several interviews were made regarding a major and deeper knowledge about the theme. Practical research was based on the collection of data, making use of questionnaires as the primary method of enquiry. The results analysed utilizing SPSS Software and Microsoft Excel, correlated with the concepts of the theoretical part, permitted the confirmation of formulated hypotheses and provided answers fundamental to the research questions. This paper is divided into five phases, these are: Introduction to the study; Theoretical contextualization and literature review; Methodology of empirical research; Articulation and interpretation of acquired data in addition to the presentation of some concluding thoughts and recommendations. During this investigation, it was possible to note that the video surveillance is faced as a useful and efficient tool to the service of the force and services of security, contributing to a feeling of security of the citizens when used. The use of cameras of surveillance in public places of common use is not seen as restrictive of the citizens’ basic rights, as well as it is not considered a substitute of the police elements and force, being only faced as an auxiliary tool in the fulfilment of his mission. Generally speaking, video surveillance it is seen as a valuable tool in the prevention crime, well as in other areas of the police actions. This study was undertaken between January 2009 and March 2009.
