Inserido no tema “Cooperação institucional entre a Guarda Nacional Republicana e o Poder Local na prevenção da criminalidade” surge a questão chave – Como se materializa a cooperação existente entre a Guarda Nacional Republica e as Autarquias? A GNR, na última década tem sido exemplo de uma instituição que desenvolve parcerias institucionais em que toma lugar a partilha de responsabilidades em projectos de segurança, tanto com Autarquias Locais, Tribunais, Ministério Público como com tantas outras entidades. É, assim, com base nesta realidade que o presente trabalho assume o seu objecto de estudo – a cooperação entre a GNR e as Autarquias Locais, e como objectivo principal – percepcionar a amplitude da cooperação entre o Poder Local e GNR, essencialmente, no que respeita aos contributos e acções desenvolvidas de parte a parte. O presente trabalho encontra-se bipartido e por isso faseado. Na primeira parte realizou-se uma ampla pesquisa documental com intuito de enquadrar teoricamente o tema. Na segunda parte, de teor prático, é apresentada e seguida uma metodologia científica, tendo em vista obter resposta à problemática em causa e verificar as hipóteses formuladas no âmbito da mesma. Foram aplicados questionários e entrevistas, respectivamente, a comandantes de Destacamento Territorial e a autarcas destacando-se entre estes últimos, o Sr. Presidente Fernando Seara. Ainda em relação a esta segunda parte saliente-se que o objecto de estudo foi delimitado ao escalão de Destacamento Territorial e a o nível do Município e ainda, circunscrito a dois Comandos Territoriais – Lisboa e Guarda. Por fim, discutiram-se os resultados à luz das hipóteses inicialmente formuladas,onde se destaca uma cooperação ligeiramente mais ágil no Distrito de Lisboa em relação ao da Guarda e a ausência de Contratos Locais de Segurança no universo de estudo; teceram--se algumas reflexões e recomendações, como incidir maior formação nos comandantes de Destacamento em relações públicas e deixaram-se algumas sugestões visando futuras investigações no âmbito da questão abordada pelo presente trabalho. De tudo o que resultou desta obra conclui-se que a cooperação existe, é diferenciada, é multifacetada, é levada a cabo através de formalismos legais e d e relações informais, consoante as circunscrições administrativas e as pessoa s que estejam à frente da mesma; é aceitável, porém existem vicissitudes vislumbrando-se, assim, vários desafios futuros.

Abstract Inserted at the heme “Institutional Cooperation between the Republican National Guard and the local authorities on criminality prevention” comes the central/major question -How do we completed the cooperation between the Republican National Guard and the local authorities on that prevention? In the last decade, the Republican National Guard has been a n example of an institution that develop the institutional partnerships, in which there is room for share of responsibilities in safety projects, with the local authorities, courts, State Counsel’s Office/Public Prosecutor and as well as with other entities. It is based in this reality that the present paper work assumes his study subject – the cooperation between the Republican National Guard and local authorities, with special in focus and main objective in understanding the extent of that cooperation regarding the contribution and actions taken by each party in order to pursue that objective. The present paper work is divided in two parts. In the first half it has been developed a large documental research with the purpose of establish a theoretical frame work.In the second half, more practical, is presented and followed a scientific methodology, in order to obtain the answer to the issue in discussion and verify the assumptions made under it. Among actions carried out, stand out the questionnaires and interviews to Territorial Seconding commander and to local authorities, such as the Sintra Municipality President, Mr. Fernando Seara. Still regarding the second half of the present paper work, should be noted that the study subject was limited to the Territor ial Seconding at municipal level and confined to two districts – Lisboa e Guarda. Finally, the results were discussed regarding the hypotheses initially formulated. It was concluded by a slightly more agile cooperation in the Lisbon district compared with Guarda district and the absence of Safety Local Contracts in the universe of study. Some reflexions and recommendations were made, such as provide more training to seconding masters in issues like public relations. It was also left some suggestions for fur ther investigations on the same subject. Of the present study it was concluded that the cooperation exists, is differentiated, multifaceted, being pursued through legal formalities as well as informal relationships, depending on administrative districts and those who lead these administrative districts. The level of cooperation is acceptable but there are some difficulties, so it will be to wait several future challenges.
