A água é um recurso indispensável à vida. Dela dependem todos os ecossistemas existentes na Terra e sem o acesso a este recurso em determinados padrões de qualidade, nenhum ser vivo consegue subsistir. Num período de grande desenvolvimento das sociedades humanas, palco de um enorme crescimento populacional, aumenta o consumo deste recurso, assim como a sua utilização nas crescentes actividades humanas, como a agricultura e a indústria. Como resultado, a água torn a-se um recurso escasso cujo acesso se torna cada vez mais limitado. Para proteger este recurso valioso, os estados introduzem na sua legislação novos mecanismos e restrições para limitar as agressões humanas, em particular ao domínio público hídrico. O Serviço de Protecção da Natureza e Ambiente (SEPNA) foi criado na Guarda Nacional Republicana como um serviço destinado a assegurar o cumprimento das leis ambientais, das quais fazem parte as normas referentes ao domínio hídrico. Este trabalho destina-se a estudar e analisar a acção de protecção do domínio público hídrico das subunidades do SEPNA na área do Parque Natural do Douro Internacional. Na primeira parte deste trabalho, efectua-se o enquadramento teórico onde se aborda a água e os recursos hídricos, o domínio público hídrico e o Parque Natural do Douro Internacional. A segunda parte reporta-se ao trabalho de campo efectuado, à análise e discussão dos resultados e às conclusões e recomendações. A metodologia da primeira parte é a análise documental de artigos e legislação. Na segunda parte, para o desenvolvimento do trabalho de campo utilizaram -se entrevistas e inquéritos a diferentes amostras para adquirir informação susceptível de verificar as hipóteses teóricas levantadas. Concluiu-se que o SEPNA desempenha uma acção adequada e importante na protecção dos recursos hídricos integrantes do domínio público na área do Parque Natural do Douro Internacional, apesar de algumas lacunas verificadas, sobretudo a nível de meios materiais e de formação dos profissionais. Propõe-se um investimento a nível de meios materiais e de contínua formação dos militares de forma a elevar o nível do trabalho deste serviço.

Abstract Water is an indispensable resource to life. All the ecosystems existing in Earth depend on it, and without the access to this resource in proper quality patterns, no live being can subsist. In a period of human societies’ great development, stage of a huge population bloom, the consuming of this resource is rising, as well as its usage in growing human activities, such as agriculture and industry. As a result, water has become a rare resource, with a growingly limited access. To protect this valuable resource, states have introduced in their legislation new mechanisms and restrictions to reduce human aggressions, in particular to the hydric public domain. The Environment and Nature Protection Service (SEPNA) was created in the Republican National Guard as a service meant to ensure the enforcement of the environmental laws, of which the hydric domain norms are part of. This work is meant to study and analyze the SEPNA’s sub unities’ protecting action towards the hydric public domain in the area of the Int ernational Douro’s Natural Park. In this work’s first part, a theoretic framing is carried out, in which the water and the hydric resources, as well as the hydric public domain and the International Douro’s Natural Park are approached. The second part is referred to the developed field work, the analysis and discussion of the obtained results and the conclusions and recommendations. The first part’s methodology is documental analysis of articles and legislation. In the second part, in order to carry out the field work interviews and inquiries were applied to different samples, so that usable information could be acquired in order to verify the theoretic hypothesis that were developed. It was concluded that the SEPNA develops a very important and adequate ac tion in the protection of the hydric resources that are part of the public domain in the International Douro’s Natural Park area, despite some existing shortcomings, mainly regarding the material resources and the professionals’ preparation. An investment in material resources and in continuous formation for the SEPNA’s professionals is suggested in order to improve the level of this service’s work.
