O Homem e as catástrofes naturais travam, desde há longos anos, uma batalha dura e mortífera. Os conceitos vão evoluindo, a tecnologia evolui e o homem também, no entanto, os resultados das catástrofes naturais pouco ou nada se conseguem alterar, muitos autores defendem que estamos hoje mais frágeis. Só uma expugnação da consciência geral na sociedade moderna poderá inverter esta situação. O primeiro ensejo da presente investigação reúne uma actualização de conceitos, e uma avaliação teórica actual, admitindo considerações acerca das verdadeiras dimensões de uma adversidade à condição humana, que há muito fustiga o seu modo de vida. A pesquisa expõe a segurança e a actividade das Forças de Segurança em situações de grande complexidade, incidindo na orgânica do sistema de protecção civil em três níveis: estrutura de comando, interligação dos agentes e estrutura de segurança. Assim, ao nível do comando único, o actual sistema de protecção civil funciona de forma agilizada contribuindo garantidamente para a eficiência do Sistema. Já o conceito de comando único municipal, previsto na Lei, não está a ser aplicado numa maioria dos municípios portugueses e em bom da verdade, o mesmo não produz efeitos. A GNR preenche competências de segurança e ordem pública na resposta às catástrofes naturais que são indispensáveis para o desenrolar das operações de auxílio e socorro. Além disto, adicionando as valências do GIPS, a GNR constitui-se como um agente de protecção civil muito bem referenciado pela estrutura de emergência nacional. Por outro lado, a estreita relação que existe actualmente entre os agentes de protecção civil contribui decisivamente para a eficácia do Sistema. No entanto, nesta relação existem lacunas relacionadas com a formação e realização de exercícios de treino conjuntos, que se traduz numa opinião pouco credível dos próprios agentes quanto ao grau de preparação da força.

Abstract Man and natural disasters are waging for many years a tough and deadly battle. The concepts are evolving, as technology evolves and we also, however, the results of the natural disasters little or nothing can change; many authors argue that today we are more fragile. Only one expugnation of the general awareness in modern society can reverse this situation. The first opportunity of the present research brings together an update of concepts and a current theoretical evaluation, admitting considerations about the true dimensions of an hardship to the human condition, that long lashes their way of life. The research exposes the safety and the activity of security forces in situations of great complexity, focusing on the organic system of the civil protection at three levels: commanding structure, interconnection of agents and security structure. Thus, at the level of the unified command the current system of civil protection works in a streamlined way contributing to the efficiency of the system. Yet the concept of Municipal Unified Command under the Law is not being applied in the majority of Portuguese municipalities and in good truth, it does not take effects. The GNR fulfills security and public order skills in response to natural disasters that are essential to the conduct of rescue and relief operations. Furthermore, adding the component of GIPS, the GNR is constituted as an agent of civil protection well referenced by operational commanders. On the other hand, the close relationship that currently exists between the civil defense agents contributes significantly to the effectiveness of the system. However, in this relationship there are gaps relating to the formation and implementation of joint training exercises, which translates into a barely credible opinion of the agents on the preparedness of the force.
