O Treino da Companhia de Atiradores Mecanizada em Ambiente Urbano para o Cumprimento da Actual Missão no Teatro de Operações do Kosovo

O Exército Português destaca em permanência forças para teatros de operações onde estas têm que fazer face a diferentes ameaças e executar diferentes tipos de operações. Um destes teatros é o Kosovo, onde forças portuguesas conduzem missões no âmbito das operações de apoio à paz. O estudo das tarefas desempenhadas neste teatro de operações, assim como o treino realizado a fim de garantir o melhor desempenho da força, tem interesse para a futura preparação de forças para este teatro de operações ou teatros semelhantes. O facto das operações levadas a cabo no Kosovo serem de apoio à paz e da missão cometida às forças portuguesas ser “estar pronta a actuar em todo o espectro das operações” pode parecer um paradoxo, mas a realidade é que, hoje em dia, a ameaça é cada vez mais imprevisível. O escalar da violência em situações de paz pode acontecer muito rapidamente, sendo essencial que as forças destacadas estejam preparadas e treinadas para transições rápidas de operações de resposta a crises para operações onde tenham que recorrer ao uso da força. Nesta investigação procurou-se estudar a missão actualmente desempenhada no Kosovo pelas forças portuguesas, assim como o treino realizado por uma Companhia de Atiradores aquando da sua preparação para este teatro de operações. Com o estudo de quais as tarefas treinadas em território nacional que concorreram para o sucesso das operações no Kosovo, esperamos dar um contributo sobre o treino e a forma de treinar uma força que será chamada a actuar neste tipo teatros de operações. Esta investigação permitiu concluir que o treino efectuado pela BCOY/1BIMec/KFOR garantiu a proficiência da força nas tarefas em todo o espectro das operações, assim como teve a preocupação de a preparar para fazer a transição de um tipo de operações para outro rapidamente. Concluiu-se também que o treino em áreas edificadas foi uma prioridade, uma vez ue é um ambiente exigente e onde é mais provável que uma força seja chamada a actuar.

Abstract The Portuguese Army permanently posts forces in theatres of operations where they have to face different threats and perform different kinds of operations. One of such theatres is Kosovo, where Portuguese forces conduct peace support operations. The study of the tasks performed in this theatre of operations, as well as the training carried out in order to achieve the best performance by the force, is interesting for the future preparation of forces for this or similar theatres of operations. It may seem like a paradox the fact that Portuguese force’s mission is “to be prepared to conduct full spectrum operations” while the operations carried out in Kosovo are peace keeping operations. Nevertheless today’s reality is that threats are increasingly unpredictable. The escalation of peace situations to violent ones may happen very fast, so it’s essential that the forces posted in theatres abroad be prepared and trained for quick transitions from crises response operations to operations where they might have to resort to the use of force. In this research we intended to study the mission actually performed in Kosovo by Portuguese forces, as well as the training carried out by a Rifle Company when in preparation for this theatre of operations. With the study of which tasks trained in national territory concurred for the success of operations in Kosovo we hope to give a light on the training and the way to train a force which will be called upon to operate in this kind of theatre of operations. This research draws the conclusion that BCOY/1BIMec/KFOR training ensured proficiency in tasks in full spectrum of operations; it also had the concern to prepare the force for a quick transition from one kind of operations to another. Another conclusion reached is that training in urban areas was a priority, since it’s a demanding environment and the most likely in which a force will be called to operate in.
