A Formação Contínua na GNR com recurso às novas tecnologias (E-learning)

A qualidade dos serviços prestados pela GNR depende muito da qualidade da formação ministrada aos seus militares. Num período de grande desenvolvimento das tecnologias e do conhecimento humano, surgem novos paradigmas na área da formação. A formação com recurso ao e-learning é um novo paradigma e uma realidade recente na GNR que poderá ser explorada de modo a rentabilizar a formação contínua dos seus militares. Este estudo incide na importância da formação contínua na GNR com recurso às novas tecnologias (e-learning). Tem como principais objectivos analisar de que forma a recente reestruturação da GNR pode melhorar a formação contínua, assim como verificar se a GNR está preparada para a utilizar as novas tecnologias na formação contínua e se constitui ou não uma mais valia. Este trabalho divide-se em duas partes fundamentais. Na primeira parte efectua-se o enquadramento teórico em que se aborda a formação nas organizações, e o e-learning e a formação contínua na GNR. A segunda parte reporta-se ao trabalho de campo, à análise e discussão dos resultados obtidos durante o trabalho de campo desenvolvido e às conclusões e recomendações. A metodologia da parte teórica baseia-se na análise documental existente. Na parte prática, visto tratar-se de uma investigação utilizou-se a observação directa e realizaram-se inquéritos e entrevistas a amostras diferentes com o intuito de obter uma percepção alargada da formação contínua com recurso ao e-learning. Chegou-se à conclusão que o e-learning é uma ferramenta muito importante para a formação contínua na GNR, sendo que a aposta feita nos últimos anos permite encarar com confiança este desafio. Propõe-se um investimento na concepção de conteúdos multimédia e a conclusão do plano de informatização de forma a elevar o nível da formação contínua da GNR.

Abstract The quality of the services rendered by the GNR depends to a great extent on the quality of the training given to its military forces. In a period of great technological and human knowledge development, new paradigms in the training area have arisen. The usage of e-learning in the training is a new paradigm and a recent reality in the GNR which may be exploited so as to profit the continuous training of its military forces. This study falls upon the importance of the continuous training in the GNR when using the new technologies (e-learning). The main objective is to analyse in what way the recent restructuring in the GNR can improve the continuous training, as well as to verify if the GNR is prepared to use the new technologies in the continuous training and whether or not it is of added value. This work is divided into two fundamental parts. In the first part, the theoretic framing is carried out in which there is an approach to the training in the organizations, the e-learning and the continuous training in the GNR. The second part refers to the field work, the analysis and discussion of the attained results during the field work developed and the conclusions and recommendations. The theoretic part methodology is based on the existing documental analysis. In the practice part, once it is an investigation, the direct observation was applied and inquiries and interviews were carried out on different samples with the intent to obtain an enlarged perception of the continuous training resorting to e-learning. It was concluded that the e-learning is a very important tool in the continuous training in the GNR, once the option made in the past years enables one to face this challenge with confidence. An investment in the design of multimedia contents and the conclusion of the computing plan is suggested in a way to improve the level of the continuous training in the GNR.
