Em Portugal, o sistema de proteção civil encontra-se estruturado em três níveis: a nível nacional, regional e municipal, sendo que ao longo dos últimos anos grande parte da afirmação do sistema de proteção civil tem sido maioritariamente a partir dos patamares superiores ao do municipal. No entanto, vários autores defendem atualmente que o nível municipal é a base, o pilar do sistema nacional de proteção civil. Neste contexto assumem particular relevância os serviços municipais de proteção civil (SMPC). Apesar desta asserção, a execução que os responsáveis políticos dão a este entendimento é variável, a analisar pela diversidade de realidades que localmente se encontram nos SMPC, quando existem. Por outro lado, as divergências sobre a conceção destas estruturas são evidentes quando, por exemplo, se analisa o modo como estes serviços estão estruturados, seja na sua dependência, forma, recursos, ou mesmo nas competências desenvolvidas. Todas estas considerações determinaram a seguinte questão de investigação: “Qual o papel dos Serviços Municipais de Proteção Civil no âmbito das competências de Planeamento, Formação e Sensibilização, e Operações?”. Assim, o principal objetivo desta investigação consiste em contribuir para o aperfeiçoamento das estruturas municipais de proteção civil, mediante a apresentação de uma proposta de modelo de organização funcional para os SMPC de Portugal Continental. Ao longo do presente trabalho são apresentadas um conjunto de considerações relevantes sobre a atual condição dos SMPC, analisadas as principais valências técnicas e operacionais desenvolvidas por estas estruturas municipais, analisada a forma como estas se encontram organizadas quanto à sua dependência, coordenação e composição, e apresentado um conjunto de sugestões passíveis de contribuir para a melhoria da legislação que regula o setor. Para o efeito desenvolveu-se um estudo exploratório através do Método Indutivo. A utilização deste método científico possibilitou a conceção de um arquétipo através da análise da informação relevante dos dados recolhidos. Quanto às técnicas de recolha de informação, estas basearam-se em questionários, entrevistas, observação e análise bibliográfica. As principais ilações que resultam do presente estudo refletem a necessidade de se proceder a uma revisão de algumas competências dos SMPC, clarificação de outras, bem como uma reforma incisiva na figura do comandante operacional municipal (COM), a qual deverá ser efetuada em estreita articulação com a figura do coordenador do SMPC. Simultaneamente efetuam-se um conjunto de recomendações em ordem à melhoria da articulação entre os SMPC e outras entidades e órgãos do sistema nacional de proteção civil.
In Portugal the civil protection system finds itself structured in three levels: national, regional and municipal, bearing in mind that throughout the last years a major part of its affirmation has greatly come from the ranks higher than the municipal level. However, several authors argue that currently the municipal level is the foundation, the head stone of the national civil protection system. In this context, the municipal services of civil protection (SMPC) have a particular relevance. Despite this assertion, the executing which politicians give to this matter is variable, considering by the diversity of realities that exist locally in the SMPCs, when such services even exist. Moreover, differences on the conception of these structures are evident when, for example, it is analyzed how these services are structured, either in its organizational framework, resources, or competencies developed. All these considerations led to the following research question: "What is the role of Municipal Services of Civil Protection within the fields of Planning, Training and Awareness and Operations?". Thus, the main objective of this research is to contribute to the improvement of municipal structures of civil protection, by submitting a proposal for a SMPC functional organization model in continental Portugal. A set of relevant considerations are presented throughout this study about the current condition of the SMPC. The main technical and operational valences developed by these municipal structures are analyzed, as well as how they are organized relying their organizational framework , coordination and composition, and it is presented a set of suggestions that could contribute to the improvement of the legislation that guides the system. For this purpose it was developed an exploratory study by inductive method. Using this scientific method it was possible the conception of an archetype through the analysis of the relevant data information collected. Regarding the gathering information techniques, these were based on questionnaires, interviews, observation and literature review. This study main conclusion reflect the need to undertake a review of some of the SMPC competencies, clarification of others, as well as an incisive reform of the operational municipal commander (COM) figure, which should be done in close coordination with the SMPC coordinator figure. Simultaneously, it is presented a set of recommendations in order to improve the coordination between the SMPC and other entities and agencies of the national civil protection system.
