As atividades de apoio civil são intrínsecas à tipologia de operações das FA e respeitam o Príncipio do Duplo Uso, que se baseiam na melhoria da qualidade de vida das populações. A participação do Exército neste tipo de operações está doutrinariamente enquadrada pelo PDE 3-00 Operações. Este documento criado em 2012 foi pioneiro na integração do Exército nas Operações de Apoio Civil. A preocupação durante este Trabalho de Investigação foi perceber em concreto as inovações trazidas e a influência do documento no decorrer das missões do Exército. Para análise foi escolhida a Polícia do Exército. Pretendeu-se averiguar quais as valências da PE que podem ir ao encontro das Operações de Apoio Civil. Deve considerar-se essencial a reflexão feita acerca da forma como a PE encara a adoção deste PDE 3-00 ou se trata apenas de continuar a fazer aquilo que sempre fez, simplesmente com uma doutrina enquadrante. No decorrer de entrevistas exploratórias, percebeu-se em qual das três áreas de Apoio Civil a PE pode dar um contributo mais significante. Pela semelhança de missões e mesmo porque a PE é uma força policial dentro do Exército, percebemos que é na área da Segurança Interna que existe a necessidade de criação de Planos Programados, de forma a que na á rea para a qual está mais vocacionada se possam criar condições para uma participação sustentada, contrariando os contributos pontuais até agora desenvolvidos. Para mais detalhe, foi igualmente estudado o Ciclo de Gestão de Emergência das Operações de Apoio Civil e analisado o contributo da PE em cada uma das suas quatro fases. Conclui-se que existe um grande potencial em particular da PE para participar e prestar apoio no que às Operações de Apoio Civil diz respeito uma vez que as suas missões e valências podem intrinsecamente ser postas ao dispor desse tipo de operações, porém, o grande constrangimento e limitação está no seu atual Regulamento de Campanha. Esse documento data de 1956 e é díspar face ao PDE 3-00. É necessária a sua atualização para que a legislação possa acompanhar o perfil das novas missões e sinergias entre forças.

Abstract The civil support activities are intrinsic to the type of FA’s operations and respect the Principle of Double Use, which are based on improving the quality of life of the population. The involvement of the Army in such operations is doctrinally framed by the PDE 3-00 Operations. This document created in 2012 pioneered the integration of the army in the Civil Support Operations. The concern over this Labor Research was to realize the brought innovations and the influence of the document in the course of Army missions. For analysis was chosen the military police. It was intended to find out what are the Military Police valencies that can meet the Civil Support Operations. It should be considered essential the reflection made about how the militar police sees the adoption of this PDE 3-00 document or is it just to keep doing what they have always done, just with a structured doctrine. In the course of exploratory interviews, it was realized which of the three areas of Civil Support the Military Police can give a more significant contribution. The similarity of missions and even because Military Police is a police force within the Army, realize that it is in the area of Homeland Security that there is a need to create Programmed Plans, so that the area which is more focused can be set up conditions for a sustained participation, against the specific contributions so far developed. For more detail, it has also been studied the Emergency Management Cycle of Civil Support Operations and analyzed the contribution of the Military Police in each of its four phases. We conclude that there is great potential particularly of the Military Police to participate and provide support in the Civil Support Operations since their missions and valancies may intrinsically be put at the disposal of such operations, however, the major constraint and limitation is in their current Campaign Rules. That document dates from 1956 and is uneven against the PDE 3-00. Is it necessary to update it so that legislation can follow the profile of new missions and synergies between forces.
