Compreender a acção da cidade em torno do seu potencial educador é, também, situá-la no importante palco social da educação na cidadania. Fomos ao encontro das histórias de vida, por via de entrevistas episódicas de uma líder autárquica, cujo Concelho foi pioneiro na dinamização dos Orçamentos Participativos (OP) em Portugal. Palmela foi o lócus do nosso estudo de caso. O foco de análise foram as representações pessoais, profissionais e sociais da Presidente da Câmara, numa analogia à vontade política, enquanto factor necessário à dinamização deste tipo de processo participativo, num município pertencente à rede das Cidades Educadoras. Questionámos outros eleitos autárquicos, técnicos e colaboradores da Câmara traçando e justapondo, por esta via, um perfil de estilos de liderança da Presidente, associado a um conjunto de competências emocionais e sociais e desembocando num perfil de clima organizacional. Face ao desgaste da metodologia do OP em Palmela, que desde 2008, se encontra suspenso e em autoavaliação, a investigação pretendeu dar aos actores locais outras variáveis de análise essenciais, propícias e propiciadoras de conhecimentos-emancipação. Se é facto que há um grau de concordância elevado e generalizado face ao potencial da líder autárquica na gestão da Câmara, foi, também possível aferir a necessidade de esbaterem-se as barreiras entre o discurso político e o discurso técnico, bem como compreender as variáveis que dificultam o trabalho colaborativo entre Divisões, por via do diálogo com as lideranças intermédias e com os técnicos. Muito antes de pensar-se na (des)construção do OP como projecto autárquico, ficou clara a necessidade da Organização investir na formação dos seus técnicos, colaboradores, chefias e eleitos para o vasto universo das políticas públicas focalizadas na cidadania activa e na participação. É um passo crucial para que a Autarquia possa, posteriormente, sensibilizar e mobilizar os cidadãos e as cidadãs de Palmela para os processos participativos do Concelho, que por serem vários, dispersam-se no tempo e no espaço e por isso necessitam de um Projecto Aglutinador. Nesse sentido, foi nossa recomendação o empoderamento local do Movimento das Cidades Educadoras.
To understand a city’s actions around its educating potential, we have to know its situation in the important social stage of education in citizenship. We went towards life stories via episodic interviews of a municipal leader, whose County pioneered the promotion of Participatory Budgeting (PB) in Portugal. Palmela was the locus of our case study. The focus of this analysis were the personal, professional and social representations of the Mayor, in analogy to the political will as a necessary factor for reinforcement of the participatory process, in a municipality belonging to the network of Educating Cities. We questioned councilors and technicians of the County, to construct and juxtapose a profile of leadership styles of the Mayor, together with a set of emotional and social competencies and creating an organizational climate profile. Considering the erosion of the PB methodology in Palmela (since 2008, is suspended and in a self-assessment stage), this research intends to give local players other essential variables for analysis, helpful and conducive to knowledge-emancipation. If is true that there is a high degree of concordance regarding the potential of the local leader in the management of the City Hall, it was also possible to assess the need for the removal of barriers between political discourse and technical speech, as well as the understanding of the variables that hinder collaborative work between Divisions, through dialogue with intermediate leaders and technicians. Long before thinking about the (de)construction of the PB as municipal project, there is a clear need for the organization to invest in adequate training of their technical staff, managers and councilors to the vast universe of public policies focused on active citizenship and participation. This is a crucial step for the County to raise awareness and mobilize citizens of Palmela towards the participatory processes of the County, which are many and dispersed in time and space and therefore require an “Unifying Project”. Accordingly, our recommendation is to empower locally the movement of Educating Cities.
