O presente trabalho consiste num estudo sobre o estado atual das políticas culturais na Guiné-Bissau, tendo como principal objetivo a identificação e análise das políticas culturais públicas delineadas pelo IX Governo Constitucional Guineense, refletindo sobre a sua adequação face à situação económica, social e cultural do país. Para alcançar o objetivo proposto, procedeu-se a um enquadramento teórico de 3 conceitos-chave – cultura, desenvolvimento e políticas culturais – conciliado com uma experiência empírica no terreno e com o estudo de documentos oficiais e não oficiais. De forma a estruturar a informação recolhida, foi utilizada e adaptada às exigências do contexto a Framework for Cultural Statistics, elaborada pela UNESCO, em 2009. Após a análise das informações recolhidas, observou-se que, embora grande parte dos setores culturais continuem a estar omissos do programa governamental, um trabalho importante em torno da construção de políticas para a cultura foi iniciado, depois de um longo período em que esta área esteve ausente da agenda pública. Verificou-se, ainda, que devido à fragilidade política e económica do país e à urgência de resposta a inúmeros assuntos relacionados com a área da cultura, mas não só, será necessário criar as condições de base para o desenvolvimento de uma política sustentável que permita dar azo a transformações e efeitos positivos. O trabalho apresentado pretende ser um contributo para a produção de conhecimento sobre o contexto cultural guineense e deverá ser, acima de tudo, entendido como mais um ponto de partida para uma investigação aprofundada e sistemática do tema.
This paper is a study about the current state of public cultural policies in Guinea-Bissau, which main objective is the identification and analysis of cultural policies outlined by IX Constitutional Government of Guinea-Bissau, reflecting on its adequacy in relation to the economic, social and cultural situation of the country. To achieve the proposed objective, it proceeded to a theoretical framework of three key concepts - culture, development and cultural policies - reconciled with an empirical experience in the field and with the study of official and non-official documents. In order to structure the information, the Framework for Cultural Statistics, drawn up by UNESCO, in 2009, was used and adapted to the context. After analyzing the information gathered, it was observed that while much of the cultural sectors continue to be omitted from the government program, an important work around the construction of policies for culture was started, after a long period in which this area was absent from the public agenda. It was found that due to political and economic fragility of the country and urgent need of response to numerous issues related to the area of culture, but not only, it is important to create the basic conditions for the development of a sustainable policy that will allow transformations and lead to positive effects. The work presented is intended to contribute to the production of knowledge about the Guinean cultural context and should be, above all, understood as a contribution for a thorough and systematic investigation of the subject.
