Esta dissertação pretende reflectir sobre o conceito de ‘autoconstrução assistida’ como um processo emancipatório de um habitat e entendê-lo na sua dimensão social, política e técnica. Para compreender este conceito numa acção realizada e concreta foi escolhida a Operação do Serviço Ambulatório de Apoio Local (SAAL) do Bairro 25 de Abril em Linda-a-Velha como objecto de estudo aprofundado, onde se reconhece a existência de uma construção colectiva e participada pelos seus moradores apoiada por uma equipa técnica no desenvolvimento local do bairro. Este bairro surge no programa de erradicação de barracas – SAAL – que o II Governo Provisório promove logo após o 25 de Abril e que pretende promover o direito à habitação digna e o direito à cidade a pessoas que vivem em condições habitacionais precárias. Neste trabalho é apresentada a construção do bairro não como produto final de resolução material de uma escassez física do território, mas como processo emancipatório de um habitat que, ao envolver os moradores na construção das suas casas promoveu outras relações, quer sociais quer com a cidade, contribuído para a co-produção colectiva de uma identidade territorial. Nas conclusões deste trabalho apresentam-se os pontos virtuosos deste processo que podem ter contribuído para um bem-estar societal e, por fim, argumenta-se sobre as oportunidades que a experiência da autoconstrução assistida - como abordagem integrada e de co-produção colectiva - pode oferecer para a melhoria do ambiente urbano e a integração societal dos seus habitats num novo contexto de ‘desintegração local’, de excesso de casas desabitadas a par de novas carências habitacionais nos meios urbanos.
This paper intends to reflect on the concept of 'assisted self-construction' as an emancipatory process of a habitat and to understand it in its social, political and technical dimension. To understand this concept in a concrete and taken action the SAAL (Local Support Ambulatory Service) Operation from the residential district Bairro 25 de Abril, in Linda-a-Velha, was chosen as the subject of a thorough study, in which it’s recognized the existence of a collective and participative construction by its inhabitants, supported by a technical team on the local development of the territory. This district is part of the slums eradication program - SAAL - that the II Interim Government promoted right after the April 25th Revolution and intends to promote the right to decent housing and the right to be part of the city for people living in precarious housing conditions. This paper presents the construction of the district not as an end product of a material resolution of the physical scarcity of the territory, but as an emancipatory process of a habitat that, by involving the locals in the construction of their houses, promoted other relations, both social and with the city, contributing for the collective co-production of a territorial identity. In the conclusions of this study the virtuous aspects of this process that may have contributed to a societal well-being are presented and ultimately it is argued about the opportunities that the experience of assisted self-construction - as an integrated and collective co-production approach - can offer to improve the urban environment and a societal integration of its habitats in a new context of 'local disintegration', of excess of empty houses along with new housing needs in urban areas.
