A natureza da actividade bancária pressupõe a existência de uma forte estrutura regulatória e uma cooperação institucional sólida, capazes de se anteciparem a eventuais falhas e capazes de se adaptarem a novas realidades e exigências. Este estudo procura demonstrar, com base numa contextualização histórica, que os bancos públicos desempenham um papel muito próprio no seio das sociedades e que mantêm, apesar das alterações societais, um conjunto de funções específicas essenciais para o bom funcionamento do sistema financeiro e do sector bancário. Com base na sua relação particular com o Estado, um banco público deverá, idealmente, constituir um instrumento ao serviço do Estado para a aplicação de políticas e boas práticas. O estudo sistematiza os pontos favoráveis e desfavoráveis da existência de bancos públicos e da intervenção estatal no sector bancário, sendo, vulgarmente apontados como aspectos negativos, a falta de eficiência económica e a excessiva influência política. Não sendo um tema consensual, constata-se que a intervenção estatal no sector bancário é, na ausência de outras, a única alternativa institucional em situações de crise. A Caixa Geral de Depósitos, o único banco comercial público português desde a sua génese, ocupa uma posição de destaque no seio do sector bancário e financeiro português. A relação particular com o Estado Português proporciona-lhe condições próprias que lhe permitem, principalmente em situações de crise, desenvolver mecanismos capazes de responder a adversidades. Por outro lado, estas condições nem sempre se têm reflectido ao nível das suas responsabilidades de banco público no seio do sistema bancário e financeiro português.
The nature of bank activity presupposes the existence of a strong regulating structure and a solid institutional cooperation, able to anticipate eventual faults and able to adapt to new realities and demands. This study, based on a historical conceptualization, demonstrates that the state-owned banks play a basic role in societies and, keep, in spite of the social, demographic and economic alterations, a set of functions that are crucial to the good functioning of the financial system and the banking sector. Based on its particular relation with the State, a state-owned bank shall constitute, ideally, an instrument at the service of the State for the implementation of policies and good practices. This study it systemizes the positive and negative points to the existence of state-owned banks and state intervention in the banking sector, being usually mentioned as negatives aspects the lack of economic efficiency and the excessive and unnecessary political influence. Even though its non consensual reality, it’s important to emphasize that the state-owned banks or the state intervention in the sector can assume, in the absence of others, the only alternative in situations of crises for the entire banking sector. Caixa Geral de Depósitos, the only Portuguese commercial state-owned bank since its creation, occupies, currently, a position of prominence in the Portuguese financial and banking sectors. The particular relation with the Portuguese State provides to the CGD some specific conditions that, in crisis situations, allow the development of mechanisms capable of responding to the adversities. At the same time, and in spite of the recent developments in the Portuguese system, CGD’s distinctive position in the Portuguese bank sector has not been totally reflected at the level of its responsibilities as a State-Owned Bank.
