A presente dissertação incide sobre o sector privado como actor no novo cluster da cooperação, através de acções de responsabilidade social das empresas extrativas em Moçambique e as suas estratégias discursivas. Desenvolvida através do estudo de caso da empresa GalpEnergia, numa primeira fase a pesquisa compreendeu o peso que o legado do período antes e pós independência teve na construção económica e social actual do país e no perfil das políticas implementadas. Através do cruzamento de dados entre os diversos actores e, fundamentado pela visão de Wayne Visser, que aplica o modelo de responsabilidade social de Archie Carroll às sociedades africanas, pretende demonstrar a volatilidade do conceito mediante o contexto onde este é aplicado. O foco para além da análise ao impacto das acções socialmente responsáveis compreendeu o debate em torno da interferência dos negócios no domínio público. No decorrer da investigação de terreno foram visualizados fenómenos particulares, respeitantes às empresas extrativas, em que a linha que separa o legalmente exigido e o carácter voluntário das acções de responsabilidade social é muito ténue, chegando a existir “falsas verdades” no discurso ético destas, comprovado pela análise aos seus relatórios de sustentabilidade.

This dissertation is focused on the private sector has actor in the new cooperation cluster, through corporate social responsible actions by the gas and oil industries in Mozambique and their discursive strategies. Developed through the case study of the GalpEnergia company, in a primary phase the research encompassed the weight that the legacy of before and after independence has in the current economical and social construction in the country and in the profile of the implemented policies. Through the data crossing between the several actors and, based on the vision of Wayne Visser, which applies the social responsibility model of Archie Carrol to the African societies, intended to demonstrate the volatility of the concept through which the context where it is applied. The focus beyond the analysis of the impact of the social responsible actions encompassed the discussion around the interference of business in the public domain. During the field investigation were observed specific phenomena, due to extractive companies in which the line that separates the legally demanded and the volunteer character of the social responsibility actions is very thin, creating the appearance of “false truths” in their ethical speech, proven by the analysis of their sustainability reports.
