O presente trabalho incidiu no desenvolvimento da pol?tica de Seguran?a Social em Portugal ap?s a revolu??o de 1974, relacionando a constru??o do Estado Social, a integra??o na Comunidade Econ?mica Europeia e posteriormente o incremento de medidas neoliberais. Pretendeu-se investigar o impacto da austeridade nas pol?ticas da Seguran?a Social e no trabalho dos Assistentes Sociais, afetos ? medida de Rendimento Social de Inser??o no Distrito de Coimbra, no contexto de eros?o do Estado Social. Para a realiza??o deste trabalho recorreu-se a uma an?lise s?cio hist?rica de natureza qualitativa, alicer?ada numa pesquisa bibliogr?fica sobre a pol?tica de Seguran?a Social e as implica??es quanto ao c?mputo de Assistente Sociais afetos ?s mesmas pol?ticas, nomeadamente ao Rendimento Social de Inser??o (1995-2015) e na recolha de documentos relativos aos mapas de pessoal, do Centro Regional de Seguran?a Social e do Centro Distrital de Coimbra Foi poss?vel identificar a rela??o entre o crescimento do n?mero de Assistentes Sociais com a constru??o do Estado Social, a implementa??o de pol?ticas sociais e com o investimento no terceiro setor. Em vinte anos, no Centro Distrital de Coimbra e no ?mbito do RMG/RSI, houve um crescimento do n?mero de Assistentes Sociais em 85,7% e um crescimento exponencial de 1.250% no mesmo ?mbito, para o terceiro sector. A partir da crise iniciada em 2008 foi mais vis?vel a diminui??o do n?mero de Assistentes Sociais no Centro Distrital. Assistiu-se ? transfer?ncia das responsabilidades do Estado em mat?ria de A??o Social para o privado. A cria??o da Rede Local de Interven??o Social (RLIS) em 2013 ? express?o desta realidade, permitindo que a articula??o entre servi?os desconcentrados da Seguran?a Social, IPSS?S e outros agentes da comunidade, transite para uma entidade do terceiro sector. Estas estrat?gias inserem-se na Europa 2020 dominada por um modelo macroecon?mico de exig?ncia de medidas de austeridade e de redu??o do Estado Social, asfixiam o trabalho dos Assistentes Sociais remetendo-o ao assistencialismo. / Our job was to look at development policy and Social Security in Portugal, after 1974 revolution. We relate the Welfare State construction, the integration in the European community and subsequently the incremental of neo-liberal measures. The research explores the impact of austerity context in the social security policies, and in the work of the social workers, that were allocated to the Social Integration Income (RSI) measure, in District of Coimbra, in the context of the erosion of the Welfare State. We did a socio-historical qualitative analysis, based on data collection from documents related to the personnel charts. Additionally, we undertook a bibliographical research about the topic of Social Security Policy and the implications for the Social Workers allocated to the Social Security, namely to the Social Integration Income, in the period between 1995 and 2015.from the Social Security Regional Center and from the District Center of Coimbra. It was been possible to identify the relation between the growth of number of the Social Workers following the construction of the Welfare State, the implementation of social policies and the investment on the third sector. Over twenty years, in the District Center of Coimbra and in the framework of RMG/RSI, there was an increase of 85, 7% of the number of the Social Workers and an exponential increase of 1250% in the third sector. Since 2008 crisis, the decrease of the number of Social Workers was more visible. There was a shifting of responsibilities, in the Social Action matters, from the State to the private sector. The creation, in 2013, of the Local Network of Social Integration (RLIS) is a consequence of this reality. This enables the transference of the coordination of the decentralized departments of the Social Security, of the nonprofit organizations and other community agents, to the sphere of the third sector. These strategies are integrated into Europe 2020 framework that is dominated by a macroeconomic model of austerity, with tendency to reduce the Welfare State, which stifles the work of Social Workers and limited to handouts.
