Com a introdução das tecnologias da informação e comunicação houve, nos últimos anos, um grande desenvolvimento ao nível tecnológico de equipamento de ajuda para pessoas com incapacidades ou deficiência. As tecnologias de apoio baseadas nas tecnologias da informação e comunicação podem ser a diferença entre estas pessoas serem ou não capazes de participar activamente na sociedade. No entanto, nem todos têm acesso a este tipo de ajudas e, muitas vezes, a sua disseminação é dificultada pela falta de recursos e informação adequada. Daí que se torne necessário desenvolver formas de gerir a informação existente, para que as pessoas que mais necessitam das tecnologias de apoio consigam usufruir das vantagens que advém da sua utilização. A conceptualização de uma Rede de Informação em Reabilitação surgiu desta necessidade de gerir informação. A partilha de experiências e conhecimentos acumulados facilita a informação e o aconselhamento de tecnologias de apoio. Uma rede formal de intercâmbio entre Instituições, Universidades e respectivas unidades de investigação deve ser suportada em sistemas de informação adequados. Um desses sistemas deve incidir sobre ajudas técnicas, pois há uma necessidade crescente em obter informação útil e sistematizada sobre ajudas técnicas. O Sistema de Informação e Aconselhamento de Ajudas Técnicas apresentado nesta dissertação privilegia a interacção com o utilizador através de um interface amigável e potencia a multidisciplinariedade respondendo, desta forma, a todos aqueles que lidam directa ou indirectamente com ajudas técnicas. ABSTRACT: In the last years, with the introduction of information and communication technologies, there was a great technological development concerning aid equipment for people with disabilities. The assistive technologies based on information and communication technologies can make the difference between these people be or not be able to participate, actively, in the society. However, not all the people have access to this kind of aids and, frequently, its dissemination is difficult since there is a lack of resources and appropriate information. Therefore, it is necessary to develop new ways to manage the existing information, so that people who really need assistive technologies can take advantages from its utilization. This need of information management has promoted the idea of a Rehabilitation Information Network. The experience and knowledge sharing would improve information and counselling services related with assistive technologies. A formal network composed by social institutions, Universities and theirs research units must be supported in appropriated information system. One of these systems must concern with technical aids, because there is an increasing need for useful and systematized information about them. The Information and Counselling System for Technical Aids presented in this thesis facilitates the interaction with the user by a user-friendly interface and a presents a multidisciplinary approach, answering the needs of those who deal directly or indirectly with technical aids.
