A presente investigação tem como principal objetivo entender o processo de integração regional na África Ocidental. Assim, num primeiro nível é feita uma análise da União Africana enquanto organização macro-regional, reunindo em si as Comunidades Económicas Regionais. É neste contexto, que a nível micro-regional é analisada a Comunidade Económica dos Estados da África Ocidental enquanto principal organização sub-regional oeste africana, tendo em conta os avanços e recuos do seu projeto de desenvolvimento a nível económico e político. Posto isto, tendo o neofuncionalismo como quadro conceptual, tenta-se com este estudo explicar como se tem processado a integração regional na África Ocidental, tendo em conta as condições que levaram à constituição da CEDEAO e à evolução da mesma com o decorrer do tempo. Por último, é analisado o posicionamento de Cabo Verde na CEDEAO, tendo em conta as suas especificidades enquanto único país insular na sub-região oeste africana. A um nível nacional, desde a adesão do país à Comunidade, não se conseguiu definir de forma clara uma estratégia face à mesma, vivendo tempos em que cada vez mais urge a necessidade do alargamento do seu mercado e aproveitamento dos principais programas e fundos no quadro dos Acordos de Parceria Económica regional no quadro das relações ACP-UE. Face à ambivalência nas relações entre Cabo Verde e a região oeste africana e viceversa, Cabo Verde pouco conhece a sua sub-região, em muito por ainda faltar consolidar a sua projeção externa em África. Neste cenário, urge a necessidade de observar África em prismas diferentes, a nível político, económico e sociocultural.
This investigation has as principal objective the understanding of the Regional Integration. Thus, at a first level an analysis of the African Union is made, considering its role as a macro-regional organization that reunites the regional economic communities. It is in this context that at the micro-regional level the Economic Community of West African States is analyzed, being the principal sub-regional Western African Organization, taking into consideration the advances and retreats of its development project at both economic and political levels. Being so and having the neo-functionalism as its conceptual framework, an effort is made in this study to explain how the regional integration is being processed in West Africa, considering the conditions that determined the constitution of the ECOWAS and it’s evolution in time. Last, the positioning of Cape Verde within the ECOWAS is analyzed, taking into consideration its specificities as the only insular country in the West African Sub- Region. At the national level, since joining the Community Cape Verde has not been able to define a clear strategy towards its integration in the Organization, at a time that the enlargement of its market urges and mechanisms to enable the country to take advantage of the principal programs and funds in the framework of the regional and economic partnership agreements and relations ACP-EU, should be envisioned and put into place. In view of the ambivalence in the relations between Cape Verde and the West African Region and vice-versa, Cape Verde little knows its sub-region, largely due to the fact that it still needs to consolidate its external projection in Africa. In this scenario it is necessary to observe Africa from different perspectives at political, economic and sociocultural levels.
