Resumo - Âmbito e objetivos: O presente estudo enquadra-se nos domínios da gestão estratégica aplicada numa instituição de saúde que presta cuidados de saúde mental infantojuvenil em contexto hospitalar. Pretende-se construir um instrumento de gestão estratégica, neste caso em particular do Balanced Scorecard para a Especialidade de Pedopsiquiatria do Hospital Dona Estefânia (projeto piloto), ajustada à tipologia de cuidados e às necessidades dos seus utentes, de modo a permitir melhorar o seu desempenho e apoiar a gestão de topo na tomada de decisão, de modo a proporcionar uma melhoria no acesso aos cuidados de saúde da Especialidade. Método e metodologia: Numa primeira fase, para além da revisão da literatura, foram conduzidas reuniões de trabalho com os responsáveis da Especialidade e pesquisa documental conducente à caracterização e análise da situação atual da Especialidade em estudo. Foi realizado o levantamento de informação pertinente para a aplicação do Balanced Scorecard, com especial enfoque para a área da infância e adolescência. A seleção de indicadores a incluir em cada uma das perspetivas do Balanced Scorecard teve por base o questionário elaborado para o efeito. Desta forma, foram selecionados indicadores comuns referenciados na literatura revista, para efeitos de discussão e seleção de indicadores, passíveis de integrarem um modelo de Balanced Scorecard para a Especialidade de Psiquiatria da Infância e da Adolescência. Apresentação e discussão dos principais resultados:Foram submetidos a discussão e seleção 43 indicadores previamente identificados pela revisão da literatura, tendo-se obtido consenso em 28, com mediana igual ou superior a 6. Dos indicadores apurados, foram selecionados os que melhor se aplicavam e que seria possível obter dados fidedignos, de forma simples e rápida. Conclusões: A partir da análise SWOT da Especialidade, foram definidos os pilares base em que assenta toda a estrutura do Balanced Scorecard (missão, visão, objetivos, princípios e valores), identificados e selecionados os objetivos estratégicos e os indicadores conducentes à elaboração do mapa estratégico para a Especialidade. A proposta de Balanced Scorecard apresentada facilita a comunicação e compreensão da estratégia, dos objetivos a atingir, bem como a forma de os atingir, medir e avaliar, potenciando a melhoria do desempenho da Especialidade.
Abstract - Background and objectives: This study relates to the discipline of strategic management applied to a hospital that provides mental health care for children and adolescents. The study aims to design a strategic management tool, in this particular case, a Balanced Scorecard, for the Pedopsychiatry Unit of the Hospital Dona Estefânia, in Lisbon, Portugal (pilot project), adjusted to the type of care of the Unit and the requirements of its patients, in order to improve its performance and to assist its senior management in decision-making to improve access to the health care of the Unit. Method and methodology: During a first phase, in addition to the literature review, a series of working sessions were carried out with those responsible for managing the Unit, as well as documentary research to characterise and analyse the current situation of the Unit under study. Pertinent information was collected for application for the Balanced Scorecard, with special focus on the area of childhood and adolescence. The selection of the indicators to be included in each of the Balanced Scorecard perspectives was based the questionnaire. Common indicators that could be used for a model of a Balanced Scorecard for a Psychiatry Unit for Children and Adolescents were accordingly chosen, that were referenced in the literature review, for discussion and for the pursuit of a consensus. Presentation and discussion of the main results: 43 indicators that were previously identified from the literature review were submitted to panel for discussion and selection and the pursuit of a consensus, and consensus was obtained for 28 indicators, with a median equal to, or greater than 6. From these indicators, those were selected that were best suited and for which reliable data could be collected in a simple and fast way. Conclusions: Based on a SWOT analysis of the Unit, the main pillars on which the whole structure of the Balanced Scorecard structure is based (mission, vision, objectives, principles, and values) were defined, and the strategic objectives and indicators leading to the preparation of the strategic map for the Unit were identified and selected. The Balanced Scorecard proposal presented facilitates the communication and understanding of the strategy and of the goals to be achieved, as well as how to obtain, measure, and evaluate them, with the objective of improving the performance of the Unit.
