A escassez de investigação é notória no que toca às características e comportamentos das Instituições de Solidariedade Social (IPSS), apesar da importância que estas têm a nível social. A presente investigação procura contribuir para um melhor conhecimento acerca deste tipo de organizações, tendo como principal objectivo analisar as IPSS, do distrito da Guarda. O estudo pretende analisar a organização ao nível da sua ergonomia, ou seja, ao nível dos recursos humanos e da estrutura orgânica, de acordo com a legislação 12/98 de 25 de Fevereiro e, ao nível dos recursos financeiros, onde se procura averiguar quais as principais fontes a que recorrem, para financiar a sua actividade. Esta investigação reveste-se de natureza exploratória recorrendo para o efeito a um questionário, enviado por correio a cento e onze IPSS e, obtendo-se uma taxa de resposta de 24%. Para efeitos de análise, os dados recolhidos foram tratados através da utilização do SPSS (Statistical Package for Social Sciences). Após a análise dos resultados obtidos conclui-se que as organizações do distrito da Guarda ainda têm de superar lacunas quer, ao nível das estruturas orgânicas e quer, sobretudo, ao nível dos recursos humanos. É de facto crucial realçar que, as lacunas detectadas já prevalecem por mais de dez anos, desde a saída de legislação específica para este tipo de IPSS, o que indica a pouca fiscalização por parte dos órgãos competentes Quanto aos recursos financeiros é notório que as IPSS financiam sua actividade através dos recursos fixos que obtêm das mensalidades dos utentes e, dos acordos sociais que mantêm com a segurança social, conseguindo frequentemente, excedentes financeiros aplicados sobretudo na melhoria da qualidade de vida do idoso.
The lack of research is evident in relation to the characteristics and behaviours of Skilled Nursing United (SNU), despite the importance they have on the social level. This research seeks to contribute to a better knowledge of such organizations, having as primary aim the analysis of the IPSS in Guarda district. The study aims to analyze the organization in terms of its ergonomics, i.e. at the level of human resources and organizational structure, according to the law 12/98 of February 25 and at financial resources level, were we pretend to evaluate which are the main sources used to finance the activity. This research is of exploratory nature and for this purpose we used a questionnaire, mailed to one hundred and eleven SNU, with a rate of return of 24%. For analysis purposes, the data collected was computed using SPSS software (Statistical Package for Social Sciences). After the results analysis we concluded that Guarda district institutions still have to overcome gaps at the organic structure level, and especially at the level of the human resources. It is crucial to highlight that the detected gaps are prevailing for over ten years, since the specific legislation for this type of institutions was issued, which indicates the lack of supervision by the responsible entities. As for the financial resources is evident that the activity is financed trough fix assets, obtained from the monthly rate of the residents, and from the social arrangements with the social security institution, achieving often surplus funds that are used mainly for the improvement of the life quality of the elderly.
