O sucesso da Administração Pública passa por uma liderança activa, os dirigentes devem adoptar uma estratégia de liderança de forma a motivarem e mobilizarem os funcionários para os objectivos globais da organização. O objectivo genérico desta investigação, à luz de um referencial teórico, é conhecer a percepção dos colaboradores da Câmara Municipal do Fundão inquiridos, relativamente ao relacionamento entre a Gestão, o Pensamento e a Liderança Estratégica e a influência que têm na Realização dos Objectivos Organizacionais. Os resultados obtidos com a avaliação do modelo permitem considerar a Gestão e Condução das Pessoas, como o factor com mais impacto na realização dos objectivos organizacionais, tendo em conta a liderança estratégica e o pensamento estratégico. Como conclusão evidencia-se o facto de que na Administração Publica as pessoas ainda necessitam ser conduzidas para desenvolverem as suas tarefas.

For the success of the Public Administration is needed an active leadership and the leaders also need to adopt a leadership strategy so that they will motivate and mobilize their employees for the general objectives of the organization. The general objective of this research is to know the inquired collaborators of the Câmara Municipal do Fundão perception regarding the relationship between the Management, the Thought and the Strategic Leadership and the influence that it has in the Accomplishment of the Organizational Objectives, brought to light using a theoretical referential. The obtained results with the model evaluation allow us to consider Management and Guidance of People, as the factor with the biggest impact in the accomplishment of the organizational objectives, bearing in mind the leadership strategy and the strategic thought. To conclusion, it is noticeable the fact the in the Public Administration, the employees still need to be conducted to develop their tasks.
