A presente investigação têm como objetivo efetuar uma análise da Nova Ordem Mundial, que se constituiu após o fim do mundo bipolar entre os blocos soviético e norte-americano, de modo a responder à questão: Qual é o papel do Estado e as consequências da difusão da democracia liberal sobre a paz numa nova ordem mundial? Assim, descreve-se não apenas uma ordem baseada na força militar, mas também politica e sobretudo económica. Para uma melhor compreensão da investigação é elaborada uma análise aos conceitos de ordem, ordem internacional ou mundial. A abordagem teórica das doutrinas liberal, neoliberal, funcionalista e construtivista ajuda a compreender as principais dinâmicas do atual sistema internacional e a possibilidade de existência atual de uma ordem unipolar ou multipolar e o papel do Estado nesta ordem mundial, as consequências da globalização para o mesmo e as consequências da democracia liberal para paz. Conclui-se que o Estado se mantem como ator relevante nas relações internacionais, desempenhando um papel fundamental na difusão da democracia liberal, e consequentemente da preservação da paz mundial. Contudo, e devido aos avanços do processo da Globalização, o papel do Estado na ordem mundial ficou reduzido. A reconciliação da soberania do Estado com as lógicas de governança globais representa um dos principais desafios dos próximos anos no sistema internacional.
The aim of this research project is to develop an analysis of the New World Order that has risen after the collapse of the bipolar system that characterized the period of rivalry between the Soviet Union and the United States. Our research question is the following: what is the role of the state in, and the consequences of the diffusion of liberal democracy upon, the establishment of international peace after the Cold War? The notion of a new world order describes a peace settlement that is grounded in military force but also has a political and essentially economic nature. For a better understanding of the research we also offer a profound reflection on the notions of international and global order. The theoretical approach of such known doctrines as liberalism, neoliberalism, functionalism and constructivism helps us to understand the main dynamics of the current international system and the possibility of the actual existence of a unipolar or multipolar world and of the role of the Sovereign State in it. It also enlightens us about the consequences of globalization for Sovereignty as well as the potential of liberal democracies to constitute the sort of regime that promotes peace worldwide. We hence conclude that the State remains the dominant actor in international relations performing a fundamental role in the diffusion of liberal democracy and subsequently in the preservation of world peace. However, and due to recent developments in the process of globalization, the role of the State becomes more and more limited. The reconciliation of State sovereignty with the logic of global governance represents one of the major challenges posed to the future of the international system.
