Este trabalho explora o tema da territorialização da administração pública, em particular a territorialização educativa. Além de se descrever a evolução das políticas educativas diferenciadas, usam-se dados do Instituto Nacional de Estatística (INE) (Censos 2011), do Ministério da Educação e Ciência (MEC), e da Direção Geral de Estatísticas da Educação e Ciência (DGEEC) para aferir da necessidade de criar políticas públicas territorialmente diferenciadas para combater o insucesso escolar. O insucesso/abandono escolar tem efeitos e impactos a nível económico e social na vida dos alunos que abandonam a escola mas também na sociedade. A formação de capital humano é essencial, a nível macro, para o desenvolvimento do país e, a nível micro, para o desenvolvimento pessoal. A revisão da literatura sobre os determinantes do (in)sucesso escolar guia a escolha das variáveis que devem ser usadas para responder à pergunta de partida. Os resultados mostram que embora existam desigualdades territoriais em termos de (in)sucesso escolar entre Litoral e Interior e Norte e Sul de Portugal Continental, estas não são estatisticamente significativas. De forma geral, os resultados não revelam uma relação significativa entre os contextos socioeconómicos e o (in)sucesso escolar a nível regional.

The present study explores the issue of territorialisation of public administration, particularly concerning the education. In addition to a description of the evolution of different educational policies, data from the National Statistics Institute (INE) (Census 2011), from the Ministry of Education and Science (MEC) and the General Directorate of Education and Science of Statistics (DGEEC) was used to assess the need to create territorially differentiated public policies in order to address school insuccess. The insuccess/dropout has effects and impacts on an economic and social level in the life of the students, but also in society. Human capital formation is essential at both macro and micro levels; at a macro level for the country development, at the micro level, for personal development. The literature review on the determinants of (in)success (early school dropout) guides the selection of the variables to be used to answer the research question. The results obtained indicate that even though there are regional disparities in terms of school (in)success between coastal and interior and north and south of Portugal, these are not statistically significant. Overall, the results do not show a significant relationship between socio-economic contexts and the school (in)success at regional level.
