O ENUM é uma tecnologia que possibilita a integração e a convergência das redes de telecomunicações tradicionais e de nova geração. Foi desenvolvida no final da década de 90 do século XX, e apresenta o potencial de redução de operação de custos das redes de telecomunicações, ao mesmo tempo que permite novas funcionalidades e serviços. A crescente aceitação de tecnologias VoIP, a disseminação de banda larga por todo o território nacional e a potencial redução de custos seriam, à partida, factores suficientes para a utilização desta tecnologia. Após dez anos, verifica-se que o ENUM seguiu em duas direcções: o "Carrier ENUM", utilizado por operadores e o "User ENUM" orientado para utilizadores de redes VoIP abertas. O primeiro começa agora a dar os primeiros passos, mas o segundo aguarda ainda suporte por parte dos stakeholders. O presente trabalho caracteriza o ENUM nas suas diversas vertentes, identifica os factores potenciadores e inibidores da sua difusão e descreve os entraves que se levantam à sua implementação em Portugal. Numa análise comparada, verifica-se que o ENUM apresenta, em Portugal, o mesmo tipo de desafios e problemas verificados no resto do mundo. Existem entraves de cariz comercial, regulador e técnico que devem ser consciencializados ao nível político de forma a permitir uma difusão eficaz da tecnologia ENUM em ambientes abertos.
ENUM is a technology that enables telecommunication network integration and convergence. It was developed in the late 1990s. As a technology it can reduce operational costs bringing, simultaneously, new features and services to telecommunication networks. VoIP based services and broadband Internet access are becoming more and more available in Portugal which together with the cost reduction might be enough factors to the natural spread of ENUM technology. After ten years since its definition, ENUM has been divided into two different types: the "Carrier ENUM", in use by Operators; and the "User ENUM", to be used by Open VoIP Network users. While the first is starting to take its first steps, the second is still waiting for adoption from the stakeholders. This study characterizes ENUM in its various aspects, identifies the stimulating and inhibits factors of its diffusion and describes the obstacles that arise with its implementation in Portugal. In a comparative analysis, ENUM presents, in Portugal, the same kind of challenges and problems to those encountered in other countries. The obstacles are commercial, regulatory and technical and there should be awareness of them at political level in order to allow an efficient diffusion of ENUM technology in open environments.
