O presente trabalho de investigação está subordinado ao tema: “O Contributo do Oficial de Administração na Unidade de Ação Fiscal da GNR”. Deste modo, pretende-se estudar de que forma o Oficial de Administração da GNR pode contribuir para melhorar o combate à evasão fiscal e aduaneira pela Unidade de Ação Fiscal da GNR. No caso sub judice, adotou-se o método hipotético-dedutivo para a condução da investigação. Desta forma, o estudo foi focado na resposta à pergunta de partida, perguntas derivadas e respetivas hipóteses de investigação. Por conseguinte, a presente investigação desenvolveu-se através das seguintes fases: exploratória, analítica e conclusiva. De modo a obter tal desidrato, procedeu-se à análise documental, realização de entrevistas, de inquéritos por questionário e por último à análise de dados estatísticos. Assim, verificou-se que o emprego do Oficial de Administração na Unidade de Ação Fiscal é uma necessidade efetiva e independente da conjuntura em que a Unidade em apreço atue. A formação base do recurso em análise promove a eficiência e a eficácia das investigações desenvolvidas pela Unidade de Ação Fiscal. Acresce ainda referir que o domínio da linguagem técnica do Oficial de Administração pode permitir uma interação diferente com a Autoridade Tributária, promovendo assim a rapidez processual. Por último salienta-se o desenvolvimento do Conhecimento da Unidade em análise. Em suma, atendendo às competências e atribuições da Unidade de Ação Fiscal, o Oficial de Administração da GNR apresenta-se como um recurso estratégico para o seu desenvolvimento dada a sua formação base.

This research work is guided by the theme "The Contribution of the Administration Officer on Unidade de Ação Fiscal of the GNR." We want to study how the Administration Officer of the GNR can improve the fight against tax and customs evasion and through the fiscal action of the GNR. We adopted the hypothetical-deductive method to conduct the investigation. The study was focused on the answers to the first question, derived questions and investigation hypothesis. The investigation was developed in three fases: exploratory, analytic and conclusive. We proceeded to do a documentary analysis, conducted interviews, survey questions and statistical analysis. We observed that the Administration Officer’s job fighting against tax evasion is a effective necessity regardless were they operate. The base formation of the resource that we analyzed promotes efficiency and effectiveness of the investigation conducted by the fiscal unit. We would like to point out that the Administration Officer’s technic language domain can allow a different interaction with the tributary authority, by promoting the procedural velocity. Last but not least, we would like to point out the development of knowledge that would happen in the unit that we analyzed. In conclusion, seeing the attribution and how competence the fiscal unit is, the administration of the GNR presents itself as a statistic resource to its development, having in mind its base formation.
