O Conceito Estratégico de uma Organização ou Estado visa a definição dos aspetos fundamentais da sua estratégia global. O Conceito Estratégico da NATO, assinado em 19 de Novembro de 2010, surgiu devido ao efeito cumulativo da internacionalização do terrorismo, das campanhas militares no Iraque e Afeganistão, da crise da Geórgia e dos crescentes ataques cibernéticos. O Conceito Estratégico de Defesa Nacional, aprovado em 2013, é caracterizado por uma visão de conjunto da estratégia nacional, incluindo uma abordagem conceptual sobre os fundamentos que o enquadram e lhe dão coerência: o poder e a vontade; a mobilização de recursos materiais e imateriais. O presente Trabalho de Investigação Aplicada procura verificar qual a influência que o Conceito Estratégico NATO de 2010 teve no Conceito Estratégico de D efesa Nacional de 2013, no que à componente militar de defesa respeita. A primeira fase é dedicada essencialmente à descrição da metodologia e procedimentos utilizados. Numa segunda fase, define-se o conceito de estratégia, a sua evolução ao longo dos tempos evidenciando o seu enquadramento e as sua s divisões. Na terceira fase, é tratado o Planeamento de Ação Estratégica, sendo abordado as sua fases: definição de objetivos; estudo de situação estratégica; planeamento estratégico. De seguida, é feita a análise à NATO de acordo com a sua evolução, a entrada de Portugal na organização, os seus conceitos estratégicos e o papel que est a tem na Defesa Nacional. Na quarta fase, refere-se a evolução do Conceito Estratégico de Defesa Nacional, como é elaborado e aprovado, o papel que o documento tem na Defesa Nacional e a definição deste conceito.Por último, com base nas conclusões obtidas e após todas as fases que constituem o presente estudo, pretende-se compreender qual a influência do Conceito Estratégico NATO no Conceito Estratégico de Defesa Nacional. Assim, conclui-se que o Conceito Estratégico de Defesa Nacional sofre grande influência do Conceito Estratégico da NATO, sendo exemplo disso as ameaças e as linhas prioritárias, para lhes fazer face.

Abstract The Strategic Concept of a State or Organization aims to define the fundamental aspects of its global strategy. The NATO Strategic Concept, signed on November 19, 2010, emerged due to the cumulative effect of the terrorism internationalization, the military campai gns in Iraq and Afghanistan, the Georgia crisis and the rising cyber attacks. The Strategic Concept of National Defense, approved in 2013, is characterized by an overview of the national strategy, including a conceptual approach on the grounds that fit and give coherence: the power and the will; mobilization of material and immaterial resources. The present Applied Research Work seeks to verify which influence the NATO Strategic Concept of 2010 took the Strategic Concept of National Defense, 2013, in what military component of the defense respects. The first phase is mainly devoted to the description of the methodology and procedures used. In the second phase, we define the concept of strategy, its evolution over time highlighting its framework and its divisions. In the third phase, is treated the Strategic Action Planning, being addressed to its phases: definition of objectives; study strategic situation; strategic planning. Then, it’s made the analysis to NATO according with its evolution, the Portugal entrance to the organization, its strategic concepts and the role that it plays in national defense. The fourth phase, refers to the evolution of the Strategic Concept of National Defense, how it is prepared and approved, the role that the document has in the National Defense and the definition of this concept.Finally, based on the conclusions obtained, after all the phases that constitute the present study, understand what influence NATO Strategic Concept has on the Strategic Concept of National Defense. Thus, it is concluded that the Strategic Concept of National Defense is greatly influenced by the NATO Strategic Concept, as example to threats and priority lines for them to cope.
